He explained that one of the properties adjacent to C.R. <br />#116 is torrens property and Anoka County Registrar of titles office will not accept the <br />recording of a deed without a Registered Land Survey (RLS). Hakanson Anderson <br />Associates was directed to prepare the RLS and staff is presenting it to Council for <br />approval. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to adopt <br />Resolution #98~06-136 approving the RLS for Sunwood Drive in the Northwest Quarter <br />of the Southeast Quarter of Section 27. <br /> <br />Further discussion: Councilmember Haas Steffen inquired of the cost for the RLS and <br />was informed the cost is $2,000. Attorney Goodrich stated he is working with Mr. Don <br />Otter of WMMI for help in defraying some of the cost. Councilmember Zimmerman felt <br />it may be appropriate to charge this cost to the Sunwood Drive expenses. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen, Beyer, Haas <br />Steffen and Zimmerman. Voting No: None. <br /> <br />Case#12: Authorization to Begin Negotiations for Land Acquisition for <br /> Development Purposes <br /> <br />City Administrator Norman stated that in 1994, City Council was presented a <br />recommendation to authorize staff to begin negotiations to purchase land within the City <br />for industrial development purposes. These parcels were eventually purchased and <br />became known as the City of Ramsey's Business Park 95. The development of the <br />Business Park has progressed rapidly and it is anticipated that by winter, 1998, all phases <br />of this first industrial park will be completed. Mr. Norman suggested that the City is now <br />faced with the choice of simply completing the first phase of the industrial park or to <br />consider moving to the second and possibly a third stage of industrial park projects. He <br />pointed out that the City's interest of owning land for industrial purposes is a method to <br />deal with site control, thus allowing only quality business development. City staff and <br />the Economic Development Commission are recommending Council approval to begin <br />negotiations for two separate large holdings of land. The first site would include the 182 <br />acres of land currently owned by Waste Management, immediately south of the former <br />landfill site extending south to C.R. #116 and west of Sunfish Lake Boulevard. The <br />second holding would include the 149-acre site immediately west of Ramsey Boulevard <br />adjacent to the Anoka Electric Cooperative Energy Park. He explained that if Council <br />approves this, he will bring back a recommendation as to where the money would be <br />coming from to pay for the land purchases and also with information regarding whether <br />or not the TIF boundary line would have to be moved. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to <br />authorize staff to begin negotiations for the two parcels of land, as described by Mr. <br />Norman, for industrial park purposes. <br /> <br />City Council/June 23, 1998 <br /> Page 15 of 23 <br /> <br /> <br />
