Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmcrman, Bcyer,
Beahen and Haas Steffen. Voting No: None.

Case #13: Report from Road and Bridge Committee

1) Update on T.H. #47 STP Project (Improvement Project #98-14)

Director of Public Works Kapler stated that one of the questions that came up during the
update on the T.H. #47 project was about relocating some of the homes that have to be
taken for the improvement. The City Engineer will be meeting on June 24 to discuss a
relocation project. Mr. Kapler noted that the City has retained SRF, Inc. to prepare plans
and specifications and necessary environmental documents, and Evergreen Land
Services, Inc. to perform the necessary land and tight-of-way acquisition for this project.
He noted the following events that have occurred since the last update (April 28). On
May 4, 1998, the City held a public heating on the project at City Hall. A Project Path
Report has been prepared and submitted and accepted by MnDOT. This report serves as
a scoping document of the impact the project will have on the area and the environment.
We have received comments on the project from the Anoka County Highway Department
and Paul and Kimberly Foss of the Willow Ridge subdivision. Both documents have
been sent to SRF, Inc. The City has received a letter from MnDOT, dated June 2, 1998,
advising the City that it is now authorized to proceed with the environmental assessment
and that property can now be acquired under hardship or protective buys. Mr. Kapler
continued that a number of additional projects have been identified that could ideally be
performed in conjunction with the T.H. #47 STP Project. One of those is the
development of Sunwood Drive from Sunny Ponds to 149th Avenue. SRF has submitted
a proposal to incorporate this work with the T.H. #47 plans and specifications. The Road
and Bridge Committee is recommending retaining SRF to do the additional work.

Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to
retain SRF, Inc. at a cost not to exceed $31,000 for work relating to the preparation of
plans, specifications, and environmental work for the completion of Sunwood Drive
between Sunny Ponds and 149th Avenue and T.H. #47.

Further discussion: Councilmember Haas Steffen asked that staff bring back to Council a
recommendation of where the funding will come from for the additional work.

Motion carded. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer,
Beahen and Zimmerman. Voting No: None.

2) Update on C.R. #116 (Improvement Project #97-25)

Director of Public Works Kapler reported that the issue with regard to the C.R. #116
project is that the engineer's estimate shows the City having an 11.7% share of the
construction costs, or a total of $71,504. This cost is attributable to two project elements.
First is a bituminous path which will parallel the roadway on the north.
