element includes the excavation of wetland beyond what was needed by the project for <br />mitigation. The wetland was proposed to be excavated solely for the purpose of partially <br />compensating the landowner for the purchase of property. <br /> <br />Councilmember Haas Steffen stated that the Road and Bridge Committee discussed and <br />recommended looking at some type of trail for the 149th Avenue area. <br /> <br />Mr. Kapler stated that this topic will be discussed at the next Park and Recreation <br />Commission meeting during the CIP discussion. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to <br />authorize a bituminous path parallel to C.R. #116 on the north and authorize the <br />excavation of wetland needed for the project mitigation, and beyond, and that $71,000 is <br />for that. In addition to that, money will be needed for a trail connecting 149th to the #116 <br />trail. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, <br />Beahen and Zimmerman. Voting No: None. <br /> <br />3) Presentation of City Comprehensive Storm Water Plan <br /> <br />It was noted that this case was tabled at the Road and Bridge Committee meeting. <br /> <br />Councilmember Haas Steffen stated that the City cannot just go in and clean the County <br />ditches without being assigned jurisdiction. <br /> <br />4) <br /> <br />Change Order No. 1 for Improvement Project #97-23 (Business Park 95 7th <br />Addition) <br /> <br />Director of Public Works Kapler explained that this project is necessary to provide <br />infrastructure service to the Peck development, the Northern Airgas development, and an <br />additional parcel on the west side of Radium Street which is currently being marketed by <br />the City. The plans for this project anticipated prior development of the approved <br />Northern Airgas grading plan. However, Northern Airgas has not commenced <br />construction, and a storm water detention pond which was to be constructed as a part of <br />their grading plan must be added to the scope of work in order to make the storm system <br />function as designed. He noted the change order in the agenda which incorporates the <br />changes in the amount of $6,210. The Road and Bridge Committee recommended <br />approval. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to <br />approve the Change Order No. 1 to Improvement Project #97-23 in the amount of $6,210. <br /> <br />Councilmember Haas Steffen requested staff identify the funding source for this change <br />order amount and report back to Council. <br /> <br /> City Council/June 23, 1998 <br /> Page 17 of 23 <br /> <br /> <br />
