Mr. Jankowski advised that W.B. Miller, Inc. and A§TECI-I have previously performed work <br />satisfactorily for the City. Northland Sealing-Striping has not performed work for the City in the <br />past but references were checked and a good report was received. It was noted that financing for <br />Divisions A and B will come from special assessments and the City's Public Improvement <br />Revolving funds (PIR) which have been designated for these improvements. <br /> <br />Mr. Jankowski indicated that staffis recommending award to the low bidders of Division A (crack <br />sealing) to Northland Sealing-Striping, and Division B (sealcoating) to ASTECH Corp. in the bid <br />amounts. Division C (bituminous overlays) will be awarded at a later date since a portion of the <br />contract is associated with State Aid work, which is awaiting MnDOT approval, but anticipated <br />for mid-August. Mr. Jankowski advised that Division D will be awarded at a later date following <br />acceptance of the bid proposal by the Bums Township Board who is reviewing those bids at their <br />meeting tonight. He noted the need for an agreement between the communities of Bums to pay <br />all costs associated with the project. <br /> <br />Motion by Councilmember Haas Steffen and seconded by <br />Resolution #98-07-152 awarding Division A of the 1998 <br />Northland Sealing-Striping in the amount of $15,000. <br /> <br />Councilmember Beyer to adopt <br />Street Maintenance Program to <br /> <br />Further discussion: Councilmember Zimmerman inquired regarding the bid from Northland <br />Sealing which is 71% of the engineer's estimate. Mr. Jankowski stated he tends to estimate high <br />and noted the other two bids are very close to each other. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen, and <br />Zimmerman. VotingNo: None. <br /> <br />Motion by Councilmember Haas Steffen and seconded by <br />Resolution #98-07-153 awarding Division B of the 1998 <br />ASTECH Corp. in the amount of $89,176. <br /> <br />Councilmember Beyer to adopt <br />Street Maintenance Program to <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen, and <br />Zimmerman. Voting No: None. <br /> <br />Councilmember Haas Steffen noted the reference that Bums Township is to pay for all the costs <br />of Division D. <br /> <br />Mr. Jankowski explained that all of the roads in Division D are within Bums Township. <br /> <br />Mayor Gamec asked why this could not be considered for contingent approval. <br /> <br />City Attorney Goodrich recommended action not be taken until consideration by Bums <br />Township. <br /> <br />City Council/July 14, 1998 <br />Page 15 of 18 <br /> <br /> <br />
