Case #7: Authorization to Acquire Tax Forfeited Parcel from Anoka County <br /> <br />Councilmember Haas Steffen noted Anoka County has attempted for a long time to interest the <br />City of Ramsey in this parcel of property which contains a lif~ station. <br /> <br />It was noted that Anoka County contacted the City of Ramsey to allow the City an opportunity to <br />acquire a captioned parcel for street right-of-way. The parcel is located on the most southerly <br />end of Dolomite Street NW immediately adjacent to 137th Avenue. The cost of the property <br />acquisition would be $10 plus the filing fee of approximately $26.45 and would be funded through <br />the General Fund. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to direct the <br />Mayor and City Administrator to sign the necessary application to buy tax forfeited parcel F34- <br />32-25-42-0007 from Anoka County. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen, and <br />Zimmerman. Voting No: None. <br /> <br />Case#8: Review and Adopt Proposed 1998 Portion of 1998 - 2003 Capital <br /> Improvements Program <br /> <br />Finance Officer Lund explained that each year, as part of the budget review process, the Council <br />considers an update to the list of capital projects proposed for completion over the next five <br />years. The resulting Capital Improvement Program (CIP) will direct City staff to begin project <br />planning and, in some cases, design for projects within the plan. She noted the handout which <br />was distributed to the Council tonight which removes two items; one pertaining to the Katnis <br />property which is no longer being considered for the senior center site, and the other pertaining to <br />the construction of Fire Station #2. Since construction will not take place during 1998, those <br />funds should be transferred to 1999. Staff recommends the Council adopt the proposed 1998 <br />portion of the 1998-2003 Capital Improvements Program as amended to reflect these changes. <br /> <br />Councilmember Haas Steffen inquired about the street improvement amount. <br /> <br />Ms. Lund explained the MSA fund for Highway #47 is going against some of the MSA reserves <br />which will be reallocated back for MSA. <br /> <br />Administrative Services Manager Waite Smith asked if that line item should be zeroed out. <br /> <br />Ms. Lund indicated it should be. <br /> <br />Ms. Lund stated the revisions include zeroing out $1.68 million for the Katnis property, $6,210 <br />for the Northern Airgas grading work, and $525,000 for Fire Station #2 which will be reallocated <br />to 1999. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to adopt the <br />proposed 1998 portion of 1998 - 2003 Capital Improvements Program as revised. <br /> <br />City Council/July 14, 1998 <br />Page 16 of 18 <br /> <br /> <br />
