Mr. Jankowski explained that a petition was received on May 19, 1998 which was signed by five <br />of the six benefited property owners regarding a public improvement project for the paving of' <br />Bison Street, south of 171st Avenue to a point 1,000 feet to the south. The petition specifically <br />requested that the street be paved and remain with cul-de-sac configuration. A feasibility study <br />was prepared and presented to the Council on June 9, 1998. This feasibility study details the <br />work to be performed, including restoration work, the schedule for the project, if approved, and <br />the project costs and financing. <br /> <br />Mr. Jankowski reviewed the scope of the project and construction work to be included. The <br />estimated construction cost is $28,800 plus 30% for project overhead, or a total cost of $37,440. <br />This cost is proposed to be divided equally between the six benefited parties without regard to <br />their front footage, as done with previous projects. The project also includes turf restoration by <br />seed and mulch over salvaged top soil. If residents want additional top soil, they would bear the <br />cost to bring it in. Mr. Jankowski stated the petition is not unanimous so the project would be <br />authorized on September 22, plans and specifications approved in late October, bids received and <br />the contract awarded in November, and construction work performed next spring. It is planned <br />to hold the assessment hearing in August of next year with the first payment due with the tax <br />statement in May of 2000. <br /> <br />Mayor Gamec asked if any of the preparation work could be done earlier so the project is <br />completed this year. <br /> <br />Mr. Jankowski stated the City could prepare the design work. Then the plans and specifications <br />and ordering the project could be addressed at the September 22 meeting, at the earliest. The <br />project could then be awarded at the next meeting which would be October 13. <br /> <br />Mayor Gamec asked if the first payment date would then be changed. Mr. Jankowski stated the <br />City could assess the project at any time but the payments should not be due prior to construction <br />of the project. <br /> <br />Councilmember Haas Steffen inquired if there are risks involved with an earlier schedule. <br /> <br />Mr. Jankowski stated the engineering costs could be at risk ($3,000 to $4,000). <br /> <br />City Attorney Goodrich advised that the project cannot be ordered for 60 days. <br /> <br />Councilmember Beyer expressed caution about considering assessing the project prior to its <br />completion. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to accept the <br />Improvement Project #98-16 feasibility study as presented. <br /> <br />Motion carried.
