Mr. Johnson stated the <br />terms of his agreement with Steve Schmidt, TSM Development, Inc., have changed and suggested <br />Mr. Schmidt also address the Council. <br /> <br />Steve Schmidt, TSM Development, 222 Monroe Street, Anoka, distributed the plans for his <br />proposed townhouse project and concurred with the comments of Mr. Johnson. He stated the <br />property is ready for development and the street has been extended. It is currently zoned <br />Industrial but he does not believe it will ever develop as that use. Mr. Schmidt stated City staff' <br />has informed him that if the property is exempted from the moratorium, there is a 60~day delay for <br />the rezoning consideration. However, they would like the rezoning considered almost <br />immediately. <br /> <br />Mayor Gamec explained that certain areas were designated under the moratorium because the <br />City wants to study them. He stated he can understand the proposed project for townhouses and <br />it seems it would fit in the area, but he is concerned with the parcels where the moratorium is <br />lifted. He asked if the rezoning can be handled through the Comprehensive Plan revision which <br />should be done in October of 1998. He stated that if the City starts lifting the moratorium, he <br />questions the reason for placing it. <br /> <br />Mr. Schmidt stated that may apply to several properties in the moratorium but this parcel is <br />bordered on two sides by residential and a County road, and commercial on the other sides. He <br />asserted this is a buffer site and, if it is not rezoned, he may decide to sit on the parcel and that <br />may involve a condemnation and cost more money. Mr. Schmidt stated the proposed site plan is <br />consistent with what is recommended by the consultant for this site in the long term. <br /> <br />Councilmember Zimmerman stated that when Regency Pond was first developed it was all <br />industrial land. Now the City is running out of industrial land and that land could have been put <br />to good use to develop as industrial with a larger tax base. He stated the City is looking for <br />industrial land and most has developed into single family residential. He stated the Council <br />looked at a commercial strip on this parcel as well. <br /> <br />Councilmember Beyer stated this is correct and it was requested that this strip stay industrial in <br />hopes of a commercial strip development. <br /> <br />Mr. Schmidt stated he does not think this parcel will ever develop as commercial. He stated that <br />they could develop an industrial use but he does not believe the residents would support it. <br /> <br />Councilmember Zimmerman stated his support to follow the process. <br /> <br />Councilmember Beyer concurred. <br /> <br />Councilmember Haas Steffen stated she made a motion previously regarding the Hoisington <br />Koegler Group recommendations. <br /> <br />Ms. Frolik stated the policy for moratorium exemption was adopted by the Council and it does <br />state that after the recommendation of the consultant the applicant has the opportunity to appear <br /> <br />City Council/July 14, 1998 <br /> Page 9 of 18 <br /> <br /> <br />
