Railroad, south of Bury and Carlson, east of the City's maintenance garage. This project
will be the extension of McKinley and will hook up with Jaspar. We are requesting an
easement to construct a watermain and we have started the eminent domain action that
Council authorized. We have a preliminary appraisal - Ellen Herman is advising the
amount of $16,400 for damages incurred by the owner.

Motion by Councilmember Haas Steffen and seconded by Councilmember Beahen to
adopt Resolution #98-09-220 approving the appraisal of value for the Bury and Carlson
property.

Further discussion: Councilmember Haas Steffen inquired about access to the Foster
Cemetery. Director of Public Works Kapler stated that he asked Mr. Bury about access
and it is felt that the area along 143rd is good. Mr. Kapler noted that the boy scouts have
done a lot of work in the cemetery and he felt that Council would be pleased with the
progress. Mayor Gamec asked about all the broken headstones in the cemetery.
Councilmember Haas Steffen suggested that the Anoka County Historical Society be
contacted - they can tell us if the stones can be replaced.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beahen and
Zimmerman. Voting No: None. Absent: CouneilmemberBeyer.

MAYOR AND COUNCIL INPUT

1) Parade in Elk River

Mayor Gamec announced he received a letter from the Elk River High School telling
about their homecoming parade which is scheduled for 5:30 p.m., Friday, September 25,
1998.

2) 25-Year Anniversary Committee

Mayor Gamec asked that anyone interested in serving on the 25-year anniversary
committee to please call City Hall.

3) North Star Corridor Meeting - Commuter Rail

Councilmember Haas Steffen stated she attended the North Star Corridor meeting on the
commuter rail system. She noted that the stopping sites for the commuter rail are pretty
much decided. It's important we stay abreast of what's happening in Ramsey. The site
chosen to serve Ramsey and Anoka is in Anoka and she understands that Anoka has been
less than willing to open McKinley Street. Councilmember Haas Steffen felt that we
should try to have contact again with the City of Anoka. Talking about how we will get
people to this station to ride the commuter rail if that becomes a reality. We should do
that early on or it will not serve Ramsey.

City Council/September 8, 1998
Page 10 ofll
