Mayor Gamec returned to the meeting and chaired the remainder of the meeting. <br /> <br />Mr. Norman stated the Comprehensive Plan consultant and the Council have been working on it <br />since the summer months. He explained that due to the MnDOT request for less access, and if <br />the City were to say they want more study on a service road, it would place Burger King in a <br />difficult position as well. He stated that while he may agree with the need for a service road, he <br />questions the impact. <br /> <br />Councilmember Haas Steffen stated this argument has often been used on City Councils and <br />forces bad planning decisions which the City has to live with for many years. She asked if it <br />makes sense to ask questions now since once the building is constructed it costs more to undo it. <br /> <br />Mayor Gamec asked if the consultant has made a recommendation on this issue. <br /> <br />Ms. Frolik stated they have not. <br /> <br />Councilmember Zimmerman stated it would not hurt for the City Planner to address the issue of <br />whether there should be a frontage road. <br /> <br />Mayor Gamec stated the City has been working on this for a long time and asked why the issue <br />of a frontage road is just now being raised. <br /> <br />Councilmember Haas Steffen stated that for the first time she has the benefit of seeing what is in <br />the Comprehensive Plan and being proposed by the business entity, City, MnDOT and the City <br />Planner. <br /> <br />Mayor Gamec noted the Council was previously presented with the site plan. <br /> <br />Community Development Director Sherman stated it is correct that the site plan has already been <br />approved. She stated that there is some design potential so this idea could be addressed with the <br />developer. <br /> <br />Councilmember Haas Steffen stated she is not willing to back off her concerns regarding a <br />service road, which she feels is a valid concern. She stated if this is approved tonight it could be <br />contingent upon redesigning, since a septic system is not needed, and the Comprehensive Plan <br />consultant can address whether there should be a frontage road. She stated that this service road <br />and how T.H. #10 is treated is vitally important and needs to be correctly and adequately <br />addressed. <br /> <br />City Attorney Goodrich suggested approval be contingent upon those criteria. He noted this is a <br />preliminary agreement. <br /> <br />Councilmember Haas Steffen noted that a number of things have changed such as it starting out <br />with a septic system which was then eliminated when the sewer service was extended. <br /> <br />City Council/October 13, 1998 <br /> Page 17 of 22 <br /> <br /> <br />
