Mayor Gamec stated his understanding was that there was not enough room at this intersection to <br />accommodate a service road. <br /> <br />Mr. Jankowski advised that MnDOT's concern was the potential for conflict with accelerating <br />traffic on T.H. #10 in close proximity with Ramsey Boulevard. <br /> <br />Mayor Gamec asked if the City hadn't made a request about providing adequate stacking <br />distances. <br /> <br />Mr. Jankowski stated this is correct and was resolved. He explained that MnDOT wants it <br />moved farther back to the point they are willing to contribute $40,000 to accomplish that. <br /> <br />Mayor Gamec stated his support if this issue can be reviewed without holding up the project. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beahen to authorize <br />execution of the agreement between the Anoka West Pet Hospital, Inc., Minnesota Department <br />of Transportation, and Dolphin Real Estate Partnership subject to Hoisington Koegler Group, <br />Inc. approval of the citing of the service road on the subject parcels from a reasonable City <br />Planning aspect. <br /> <br />Further discussion: Councilmember Zimmerman asked if $40,000 will be adequate. Mr. <br />Jankowski stated it should be adequate. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beahen, and <br />Zimmerman. Voting No: None. Absent: Councilmember Beyer. <br /> <br />Case #5: Authorization to Retain Legal Counsel for Storm Water Management Matters <br /> <br />City Administrator Norman explained the City retained the services of Charles LeFevere from <br />the firm of Kennedy and Graven, to study storm water management and County ditch matters <br />within the City of Ramsey. He noted Mr. LeFevere's letter dated September 16, 1998, <br />addressing the issues and recommending the City enter into an agreement with the Lower Rum <br />River Watershed Management Organization (LRRWMO). Staff met with the LRRWMO Board <br />on September 17, 1998, and proposed the previously described agreement. However, since the <br />LRRWMO already utilizes the services of Mr. LeFevere and the Board would require Mr. <br />LeFevere's services to review any proposed agreement, they requested the City of Ramsey retain <br />the services of a different attorney to prepare a proposed agreement. Mr. Norman advised that <br />Staff contacted the State Board of Water and Soil Resources who recommended various persons <br />who specialize in ditch and watershed issues. Mr. Raymond O. Marshall from the firm of <br />Lawson, Marshall, McDonald & Galowitz, P.A., in Lake Elmo, Minnesota, was contacted and <br />agreed to provide the services as requested by the City. Staff recommends the Council retain the <br />services of Raymond O.
