Marshall from the firm of Lawson, Marshall, McDonald & <br />Galowitz, P.A. to provide services related to storm water management issues. <br /> <br />Further discussion: Councilmember Haas Steffen advised that the LRRWMO is fearful that this <br />process not cost the other member cities anything. She stated that she supports this action but <br />suggested the contract include a not-to-exceed dollar amount. <br /> <br />City Attorney Goodrich stated the motion could be amended to include language indicating "not <br />to exceed an expenditure of $5,000." <br /> <br />Councilmembers Beahen and Haas Steffen accepted this as a friendly amendment. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen, Haas Steffen, and <br />Zimmerman. Voting No: None. Absent: Councilmember Beyer. <br /> <br />Case #6: Authorization of Cable Franchise Ordinance <br /> <br />City Administrator Norman stated a recent recommendation by the Quad Cities Cable <br />Commission is asking each of the cities to amend their cable franchise ordinance. This ordinance <br />would extend the cable franchise term to March 18, 1999. This recommendation has come about <br />due to the Cable Commission needing time to negotiate a new cable franchise agreement. On <br />September 22, 1998, the Council introduced such an ordinance which is now being presented for <br />formal adoption. <br /> <br />Councilmember Beahen excused herself from the meeting at this point. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Haas Steffen to adopt <br />Ordinance #98-16 to amend Cable Franchise Ordinance, Article II, Section 4, Franchise Term. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman and Haas Steffen. <br />Voting No: None. Absent: Councilmembers Beahen and Beyer. <br /> <br />Case #7 Adopt Ordinance to Establish <br /> Located on Highway #10 NW <br /> Ramsey <br /> <br />This agenda item was addressed earlier in the meeting. <br /> <br />Case #8: Report from Personnel Committee <br /> <br />1) Recommend Promotion of Grant Riemer to Streets Supervisor Position <br /> <br />Director of Public Works Kapler noted that the position of Streets Supervisor was posted <br />internally, two applicants expressed interest, and interviews were conducted by an interview <br />committee asking the same questions and making ratings.
