Resolution //98-11-272 agreeing to participate in the Metropolitan Livable Communities <br />Program for 1999. <br /> <br />Further discussion: Councilmember Haas Steffen noted that the City is currently ahead of the <br />projections for affordable housing. Ms. Sherman stated that while this is correct, life-cycle <br />housing is also part of the consideration. Councilmember Zimmerman noted that State <br />legislation does not require the City to participate in the Metropolitan Livable Communities <br />Program. Ms. Sherman stated this is correct, it is an option. Councilmember Zimmerman asked <br />if the cities of Anoka and Andover are participating. Mayor Gamec stated Andover was not <br />going to participate in 1997, but then decided to participate since they already meet the criteria <br />and they would then be eligible for clean-up funds. Councilmember Haas Steffen estimated <br />about 60% of Anoka is apartments and stated she can't imagine any reason they would choose <br />not to participate. Councilmember Zimmerman advised that the City of Anoka was not a <br />participant in 1996. Mayor Gamec commented on the misconception of some that this Program <br />only relates to providing affordable housing. Ms. Sherman agreed there was a misconception. <br />She reported that the affordable housing is $128,000 for a home ownership and rents of $760 per <br />month or less. Councilmember Zimmerman stated if you take an adverse look it is almost certain <br />that Ramsey will not receive much money from the Metropolitan Council. He stated his support <br />to provide housing for moderate-income and low-income but indicated he does not believe <br />Ramsey will receive these funds. Ms. Sherman pointed out that if the City does not participate, <br />they will not even be eligible for making application. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beahen, and <br />Zimmerman. Voting No: None. Absent: Councilmember Beyer. <br /> <br />Case #5: Award Contract for Improvement Project #98-21 (Section 28 Sewer and Water <br /> Extension) <br /> <br />City Engineer Jankowski explained that Improvement Project #98-21 consists of the installation <br />of approximately 1,000 feet of 27-inch trunk sanitary sewer, which will provide sewer service to <br />Section 28. Included in this project will be the extension of sewer and water service to the <br />Burger King restaurant site at the northwest comer of T.H. #10 and Ramsey Boulevard. This <br />project will also include the construction of Jaspar Street between Sunwood Drive and 143rd <br />Avenue and the reconstruction of 143rd Avenue as an urban section with curb, gutter, and storm <br />sewer. Mr. Jankowski advised that 12 bids were received and the apparent low bidder is Kuechle <br />Underground. He explained that while this firm has not worked for the City of Ramsey they <br />have received a favorable report from the consulting engineer. Mr. Jankowski recommend <br />approval contingent upon receipt of agency approvals and receiving necessary rights-of-entry <br />from the adjacent property owners. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Haas Steffen to adopt <br />Resolution #98-11-273 awarding the bid for Improvement Project #98-21 to Kuechle <br />Underground the amount of $340,778.65, contingent upon receipt of agency approvals and <br />obtaining necessary rights-of-entry for temporary easements. <br /> <br />City Council/November 10, 1998 <br /> Page 8 of 14 <br /> <br /> <br />
