Absent: Councilmember Beyer. <br /> <br />Case #6: Report from Personnel Committee <br /> <br />1) Authorization to Hire Public Works Maintenance Worker <br /> <br />Administrative Services Manager Waite Smith explained that the Personnel Committee was <br />unable to meet earlier this evening due to the lack of a quorum. She advised the Council of the <br />vacancy for a Public Works Maintenance Worker, which resulted when Grant Riemer was <br />promoted to the position of Public Works Streets Supervisor. Ms. Smith advised that an <br />additional position will be created effective January 1, 1999. She stated that the position was <br />posted internally and advertised externally. An interview panel comprised of the Public Works <br />Director, Parks/Utilities Supervisor, Public Works Streets Supervisor, and the Administrative <br />Services Manager interviewed the six applicants. Based on the applications and interviews, the <br />panel recommends the current opening be offered to Lee Hollom effective on or after November <br />16, 1998, and the second position be offered to Jeremy Anderson effective on or after January 4, <br />1999, both starting at a beginning salary of the first step. <br /> <br />Councilmember Haas Steffen stated the Council approved a levy but she does not recall <br />approving the 1999 Budget. <br /> <br />Finance Officer Lund explained the 1999 Budget will be considered at the first Council meeting <br />in December. <br /> <br />Councilmember Haas Steffen stated since the 1999 Budget is not yet approved, she is concerned <br />about approving an additional personnel position, which would be paid from that budget. She <br />stated the 1999 Budget is still a proposed budget and while she would support authorization to <br />fill the current vacancy, she would not support consideration of a position that is funded from the <br />1999 Budget. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beahen to authorize <br />hiring Lee Hollom as a Public Works Maintenance Worker, effective on or after November 16, <br />1998, at an annual salary of $24,066, contingent upon successful completion of background <br />checks and physical examination. <br /> <br />Further discussion: Director of Public Works Kapler suggested that a motion for the second <br />position be made contingent upon the pending approval of the 1999 Budget. He explained that <br />staff would like to avoid having to go through the interview process again. Councilmember Haas <br />Steffen stated she finds it presumptive to advertise for a position contained in a budget that is not <br />yet approved. Mayor Gamec noted that the 1999 position was not advertised but they are <br />recommending Mr. Anderson be hired to avoid having to repeat the hiring process in January. <br /> <br />Motion carried.
