Case #3: Modifications to the Economic Development Authority Mayor Gamec closed the regular portion of the City Council meeting at 7:18 p.m., in order to conduct the public hearing. Public H¢oring Mayor Gamec called the public hearing to order at 7:18 p.m. Presentation Community Development Director Sherman stated that the City Council, in its capacity as the Economic Development Authority (EDA), held a joint meeting with the Economic Development Commission (EDC) on September 14, 1998. The purpose of the meeting was to discuss the goals, priorities, and action items that the Commission had developed. Following discussion, the EDA and EDC agreed to merge into one body to provide a more focused and fulfilling role for the members. Ms. Sherman explained that staff has completed research regarding the existing Enabling Resolution and the process for modifying the make-up of the EDC. The Enabling Resolution that was adopted in December 1991, specifically designated City Councilmembers as EDA Commissioners. In order to change the membership and to more clearly define the powers and duties of the EDA, staff proposes rescinding Resolution #91-12-262 and adopting the proposed resolution to reflect the changes discussed by the EDA and the EDC. Ms. Sherman noted that two Councilmembers have to serve and that the EDA calls for at least five members but it could be seven. Citizen Input None Motion by Councilmember Beahen and seconded by Councilmember Beyer to close the public hearing. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen, Beyer, Haas Steffen and Zimmerman. Voting No: None. The public hearing closed at 7:20 p.m. Council Business Mayor Gamec called the regular portion of the City Council meeting back to order at 7:20 p.m. Discussion ensued relating to seven versus five members.
