April 19, 2007 <br />Page 3 of S <br />to the townhomes on 139 Avenue and Jasper Street, at least at the corners of the buildings. The <br />revised elevations show the towers on the corners. <br />Staff is also recommending that the mechanical equipment on all the buildings be screened, <br />particularly from the townhome residents to the east. <br />At the Planning Commission meeting on April 5, 2007 there was considerable discussion about <br />the building elevation on the east side of the main building, particularly about the amount of <br />glass. The revised elevations show the glass has been reduced somewhat in this area. Please be <br />prepared to discuss this issue with the City Council <br />Lighting: All exterior lighting on the site must be arranged in such a way to avoid illumination <br />of the public street. The submitted lighting plan conforms to City Code if the bulbs in the exterior <br />light posts are not visible from surrounding properties. Shop drawings of the lighting fixtures <br />may be submitted for review of compliance with the city's commercial lighting standards. <br />Waste Storage: City Code requires that all solid waste and refuse receptacles be stored within a <br />completely screened structure or container. As noted below, waste storage and disposal for the <br />main building will be completely internal, accessed through a maintenance area off of 139 Lane <br />and Jasper Street. Waste storage for the restaurant building will be on the east side of the <br />building, and for Building C will be across the parking area next to the stormwater pond. <br />Utilities: This facility will be served by municipal sewer and water service which is currently <br />available to the site. Water can be provided from two directions in the event of a water service <br />interruption. A valve should be added o the waterline at the west connection. <br />Off - Street Parking - Spaces Required: City Code requires 1 parking space for each 250 square <br />feet of retail uses over 20,000 square feet, and 1 parking space for every 3 restaurant seats. <br />Leaseable space in Buildings A and B total 104,552 square feet resulting in a need for 418 <br />parking spaces. Building C (proposed restaurant use) will have 160 seats resulting in a need for <br />53 parking spaces, for an overall total of 471 spaces. The site plan shows 402 spaces. <br />Because the project is within the MU -PUD district, a deviation from the overall parking <br />requirements is permissible. Staff is of the opinion that some sharing of parking spaces between <br />the different uses is appropriate, given the multiple buildings on the site and overall site layout. <br />Off Street Parking — Design: In accordance with City Code, all parking and maneuvering areas <br />must be surfaced with bituminous and the perimeter of all pavement will be finished with B6/12 <br />concrete curbing. <br />Staff understands that you have had preliminary discussions on combining the parking lot for this <br />project with the existing lot for Village Bank. Staff supports making this connection. <br />
