Hack Center: Preliminary Site Plan Review <br />March 30, 2007 <br />Revised: April 19, 2007 <br />Page 4 of S <br />Loading Docks: The revised site plan shows 1 loading dock for the main building, on the <br />southern end. The loading dock is fully enclosed; all loading and unloading will occur interior to <br />the building. It does not appear there will be a dock for the outbuilding. <br />As directed by the Planning Commission, the second loading dock in the middle of the building <br />off of Jasper and 139 has been removed. A maintenance area has replaced this second dock. <br />Staff understands that this area will house 2 dumpsters and maintenance equipment for the site. <br />Use of this area must not substantially interrupt traffic flow on 139 Lane and Jasper Street. <br />Drainage and Grading: Surface water runoff from impervious areas are proposed to be <br />controlled through the use of concrete curb and gutter, catch basins, and storm sewer pipes to <br />convey storm water to water quality basins constructed on site. These basins will provide rate <br />control and water quality treatment. One basin is located on the southwest corner of the site and <br />the other is a split basin located along the northeast and northwest corners of the site connected <br />with a 48 inch corrugated metal pipe. Both basins discharge into an existing storm water manhole <br />located on the Village Bank property. This storm manhole also handles the discharge from the <br />Village Bank property into the public storm sewer located in Riverdale Drive. The discharge into <br />the manhole on the Village Bank property will require permission from that property since the <br />connecting pipes and construction will fall outside public drainage and utility easements. A <br />permit must be obtained from the Lower Rum River Water Management Organization <br />(LRRWMO) for this development. <br />Access: Two accesses are proposed onto Riverdale Drive. The easterly access lines up with 139 <br />Avenue south of Riverdale Drive. The westernmost access is located within 120 feet from the <br />Village Bank access. It was suggested that a common access with Village bank be investigated <br />but was found not to be feasible. Staff recommends having two accesses for a development <br />generating this level of traffic and finds the plan acceptable. <br />Signs: All signage proposed for the site requires a separate sign permit. <br />Sewer and Water Trunk Charges: Trunk charges will be assessed as part of the plat for the <br />Hack Center. <br />Park and Trail Dedication: Park and trail dedication fees will be assessed as part of the plat for <br />the Hack Center <br />Stormwater Management Fee: The 2007 stormwater management fee is $4,151.00 per <br />commercial acre, for a total of $38,604.00. A cash payment will be required before issuance of a <br />building permit. <br />REU Number: The Residential Equivalent Unit (REU) is a method by assessing accurate <br />quarterly usage charges for stormwater management. The REU is based on percent of impervious <br />surface coverage. The rate will change at the first of the year, and on an annual basis. <br />
