<br />with costs higher than acceptable to the residents. A meeting was held with the affected property <br />owners on March 22, 2007, with unanimous support to abandon the project. In addition, a <br />petition was received on March 27, 2007, opposing the street and utility improvements to the <br />157th Lane project. The motion of the Committee was to recommend that both these projects be <br />terminated and that the affected residents be notified in writing that no further consideration will <br />be given until such time as a new petition is received. <br /> <br />Motion by Acting Mayor Elvig, seconded by Councilmember Olson, to ratify the <br />recommendation of the Public Works Committee in Case No.3 and to terminate Project 06-23 <br />and Project 06-36, and that the affected residents be notified in writing that no further <br />consideration will be given until such time as a new petition is received. <br /> <br />Motion carried. V oting Yes: Acting Mayor Elvig, Councilmembers Olson, Dehen, Look, <br />Jeffrey, and Strommen. Voting No: None. Absent: Mayor Gamec. <br /> <br />4) Review Pondvale Feasibility Study <br /> <br />Public Works Director Olson stated a feasibility study was prepared for the purpose of . <br />considering sanitary sewer and water and street improvements within the Pondvale subdivision <br />which is located east of the elementary school and south of the old city hall. There are eight <br />property owners who own 24 parcels. There have been numerous petitions over the years to <br />extend sewer and water to this subdivision. There was a request by the east end of the project to <br />extend sewer and water the neighborhood, and the City Council requested that the developer or <br />the homeowners pay upfront for the cost associated with the feasibility study update. A draft of <br />the study was presented to the residents in an open house on April 1ih to solicit input on the <br />study. The study was not supported by the property owners in its current draft form. There was <br />significant discussion by the Committee. The three issues discussed by the Committee were: 1) <br />Consider segmenting the project into two areas with the division point being roughly the <br />intersection of Helium Street and 150th Lane; 2) Research the drainage and utility easement on <br />the Asmussen property to determine whether it is temporary until sewer and water become <br />available; 3) Provide a breakdown of costs to allow the Committee to consider the impacts of the <br />City picking up a share of the project costs. <br /> <br />Acting Mayor Elvig indicated there was discussion regarding the drainage area, and that the <br />homeowners contested the City's ability to have that much drainage in the area. Staff was <br />directed to look into this. It was discussed that the City may want to participate in some of the <br />cost and staff was directed to segment the project into two areas. <br /> <br />Motion by Acting Mayor Elvig, seconded by Councilmember Olson, to ratify the <br />recommendation of the Public Works Committee in Case No.4 and to direct staff to revise the <br />Pondvale feasibility study and provide additional information as follows: 1) Consider <br />segmenting the project into two areas with the division point being roughly the intersection of <br />Helium Street and 150th Lane; 2) Research the drainage and utility easement on the Asmussen <br />property to determine whether it is temporary until sewer and water become available; 3) Provide <br />a breakdown of costs to allow the Committee to consider the impacts of the City picking up a <br />share of the project costs. <br /> <br />City Council / April 24, 2007 <br />Page 32 of 38 <br />
