Motion carried. V oting Yes: Acting Mayor Elvig, Councilmembers Olson, Dehen, Look,
Jeffrey, and Strommen. Voting No: None. Absent: Mayor Gamec.

5) Consider Restricting Parking on One Side of Pondvale Streets

Public Works Director Olson stated a resident of the Pondvale Estates subdivision noted that
during school events overflow parking occurs on both sides of 150th Lane restricting the ability
for traffic to move freely down the subdivision streets. The recommendation of the Committee
was to recommend to City Council that parking be restricted on one side of 150th Lane and
Helium Street, if necessary, during special school events by utilizing temporary "No Parking"
signage under the authority established in section 6.03 of City Code.

Motion by Acting Mayor Elvig, seconded by Councilmember Olson, to ratify the
recommendation of the Public Works Committee in Case No.5 and to direct that parking be
restricted on one side of 1 50th Lane and Helium Street, if necessary, during special school events
by utilizing temporary "No Parking" signage under the authority established in section 6.03 of
City Code.

Motion carried. Absent: Mayor Gamec.

6) Reconsideration of 2007 MSA Mileage Additions

Public Works Director Olson explained that at the February 13, 2007 Committee meeting, staff.
recommended adding CR 63 between Armstrong Boulevard and Variolite Street to the City's
MSA system, and that MSA designations on portions of 142nd Avenue and Traprock Street be
revoked from the system. Staff has become aware that because of the impending turn back of
CR 63 by Anoka County to the City of Ramsey, it would be more advantageous to the City to
wait until this roadway is turned back by the County prior to designating this mileage on the
system. This stems from the fact that as a turn back, the needs on this portion of roadway would
be in addition to the total 20% limitation of the City's system mileage. Mr. Olson stated at the
April 17, 2007 Committee meeting staff proposed adding Andrie Street / 164th Lane, a 1.87 mile
street segment to the City's MSA system. It was the recommendation of the Committee that
Andrie Street from Alpine Drive to 164th Lane and 164th Lane from Andrie Street to Jarvis Street
should be added to the City's MSA system and that CR 63 between Armstrong Boulevard and
Variolite Street be revoked from the City's MSA system. Mr. Olson indicated there is a
difference between designating a street in the MSA system and actually improving the street to
MSA standards, which would require Council action in the future.

Motion by Acting Mayor Elvig, seconded by Councilmember Olson, to ratify the
recommendation of the Public Works Committee in Case No.6 and to adopt Resolution #07-04-
116 requesting that the City's MSA system be modified by adding Andrie Street from Alpine
Drive to 164th Lane, and 164th Lane from Andrie Street to Jarvis Street, and revoking CR 63
between Armstrong Boulevard and Variolite Street.

City Councill April 24, 2007
