Absent: Mayor Gamec. <br /> <br />7) Receive Request from Green Valley Greenhouse for Drainage Improvements <br /> <br />Public Works Director Olson stated a letter dated March 16, 2007, was received from Mr. John <br />Rowe of Green Valley Greenhouse requesting the City to address a drainage issue which exists <br />along the portion of the property fronting along CR 63, Green Valley Road. Mr. Olson <br />explained this spring, as has been done in past springs, staff put considerable effort into pumping <br />the water generated by the snow melt from this location to a point where the water could flow by <br />gravity to Trott Brook. This was the beginning of the discussion with Mr. Rowe. There was not <br />any action to move forward with an improvement of any sort. Staff was directed to assist Green <br />Valley Greenhouse in identifying lower cost alternatives to eliminate the emergency pumping. <br /> <br />Motion by Acting Mayor Elvig, seconded by Councilmember Olson, to ratify the <br />recommendation of the Public Works Committee in Case No.7 and to direct staff to assist Green <br />Valley Greenhouse in identifying lower cost alternatives to eliminate the emergency pumping. <br /> <br />Motion carried. Absent: Mayor Gamec. <br /> <br />8) Ramsey Elementary School Safety and Transportation Issues <br /> <br />Public Works Director Olson stated the principal of Ramsey Elementary School was at the <br />Committee meeting and indicated a concern about people crossing CR 5 at the road just north of <br />Sunwood Drive at the 148th Lane cul-de-sac. There is no sidewalk or trail on the east side of <br />Nowthen Boulevard. There are marked crosswalks with crossing guards during school arrival <br />and dismissal periods at Sunwood Drive and at 150th Lane along Nowthen Boulevard. The best <br />solution for eliminating this problem would be to encourage use of these crossings by an <br />extension of the trail system along the east side of Nowthen Boulevard. In addition, Lord of Life <br />Church will be the emergency evacuation site for the elementary school after the old city hall is <br />razed in a couple of years. A trail system will need to be in place to accommodate such an <br />evacuation at that time. The cost for these trail segments to be installed by a contractor is <br />estimated at $77,000. Funding for these trails may be available through the Safe Routes to <br />School Program. Staff will likely be able to install the trails with the newly acquired trail paver <br />at a cost much lower than the estimated $77,000. Mr. Olson stated the Committee recommended <br />that staff install the trail for these two segments of trail before school starts in September. <br />Furthermore, that staff be directed to pursue funding from the Safe Routes to school Program, <br />respecting that it be a very high priority. The Committee also recommended that staff be <br />directed to mark a crosswalk at the trail crossing on Alpine Drive located at Zuni Street, east of <br />Highway 47. <br /> <br />Councilmember Jeffrey stated the Committee also recommended that staff be directed to request <br />that a traffic study be conducted in front of the school during school business hours because of <br />the speed in this area. The last traffic study was conducted during MEA when school is not in <br />session. <br /> <br />City Council / April 24, 2007 <br />Page 34 of 38 <br />
