<br />Motion by Acting Mayor Elvig, seconded by Councilmember Jeffrey, to ratify the <br />recommendation of the Public Works Committee in Case No.8 and to direct staff to install trail <br />for the segments of trail as specified before school starts in September; to direct staff to pursue <br />funding from the Safe Routes to school Program, respecting that it be a very high priority; to <br />direct staff to request a traffic study to be conducted during school business hours; and to direct <br />staff to mark a crosswalk at the trail crossing on Alpine Drive located at Zuni Street, east of <br />Highway 47. <br /> <br />Motion carried. Voting Yes: Acting Mayor Elvig, Councilmembers Jeffrey, Dehen, Look, <br />Olson, and Strommen. Voting No: None. Absent: Mayor Gamec. <br /> <br />9) Consider Driveway Paving Incentive <br /> <br />Public Works Director Olson stated the Committee discussed methods and incentives that could <br />be considered with a driveway paving program. The discussion items included whether an <br />ordinance would be enacted requiring paving and how much paving should be required. <br />Discussion also included whether the City can or should contribute financially in the form of a <br />paving incentive and how much that might be. The Committee directed that some level of <br />inventory be undertaken to determine the financial impact of this type of program. The motion <br />of the Committee was to direct staff to bring back a recommendation to the Committee based on <br />the discussion. <br /> <br />Motion by Acting Mayor Elvig, seconded by Councilmember Olson, to ratify the <br />recommendation of the Public Works Committee in Case No.9 and to direct staffto bring back a <br />recommendation to the Committee based on the discussion of a driveway paving program. <br /> <br />Motion carried. Absent: Mayor Gamec. <br /> <br />10) Parking Ramp Safety Concerns <br /> <br />Public Works Director Olson indicated at the March 20,2007 Public Works Committee meeting, <br />it was discussed that a safety issue may exist from the snow removal chute incorporated into the <br />design of the parking ramp. The concern expressed was that the opening could allow an <br />inattentive bicyclist to crash and project over the wall and into the snow chute. Mr. Olson state4 <br />staff has developed a low cost plan for securing the snow chute openings on both the top and <br />third levels, which consists of a bar grate constructed of two inch steel tubes being placed across <br />the openings. The grate will be hinged on the top floor and removable on the third level. The <br />grating will be locked in place except during snow removal operations. Mr. Olson stated the cost <br />of the work will be $400 and staff has taken the initiative of ordering the work so that it can be in <br />place as soon as possible.
