<br />Mr. Collin McGlowen, resident on 164th Lane NW, stated there is also a safety concern with a <br />gap between where the floors come up in the ramp and the wire fence that is installed. His <br />concern would be that a kid could climb up the wire fence and fall down. . <br /> <br />Public Works Director Olson indicated this concern will be included. on the agenda of the next <br />Public Works Committee meeting. <br /> <br />11) Lighting at the Municipal Parking Ramp <br /> <br />Public Works Director Olson indicated the Committee directed that the issue of lighting at the <br />municipal parking ramp be presented to the full Council. He reviewed that staff had been <br />directed to investigate and report on how the level of lighting at the parking ramp might be <br />reduced. There was a suggestion made that upper levels of the parking ramp be shut down until <br />a higher use occurs. Mr. Olson explained this suggestion is problematic since the elevators <br />cannot be restricted to operate at less than full range. In addition, there are people that use the <br />second level of the ramp during the day and into the evening hours. Mr. Olson stated the lighting <br />has been decreased significantly on the 3rd and 4th levels. The concern is to be sure there is <br />enough lighting for the surveillance cameras within the ramp to work properly. The electricity <br />cost in the parking ramp was in the range of $90 to $100 per day prior to reducing the lighting. <br />Since the lighting has been decreased the cost has been lowered by approximately 25% on the <br />most recent bill, which does not include the full month of service. Staff will continue to monitor <br />the lighting. <br /> <br />Acting Mayor Elvig suggested some of the accent lighting around the base of the ramp be shut <br />down; possibly every third light. He asked if it is staffs recommendation that the current <br />lighting in the municipal parking ramp is at a sufficient level. <br /> <br />Public Works Director Olson responded in the affirmative. <br /> <br />Councilmember Jeffrey commented the lighting levels appear to be sufficient for the security <br />cameras to capture appropriate images if needed, which was his concern. <br /> <br />Motion by Councilmember Olson, seconded by Councilmember Jeffrey, to direct staff to leave <br />the lighting at the municipal parking ramp at the current level. <br /> <br />Motion carried. Voting Yes: Acting Mayor Elvig, Councilmembers Olson, Jeffrey, Dehen, <br />Look, and Strommen. Voting No: None. Absent: Mayor Gamec. <br /> <br />Consensus of the Council was to direct staff to investigate the level of the perimeter lighting of <br />the municipal parking ramp. <br /> <br />12) Rivers Bend Park Lighting <br /> <br />Public Works Director Olson stated last year a traditionaire/decorative street light was placed at <br />the intersection of Waco Street and 142nd Lane to assist with safety at this intersection. A similar <br />need for lighting is also warranted at the entrance to Rivers Bend Park at the comer of Waco <br /> <br />City Council / April 24, 2007 <br />Page 36 of 38 <br />
