<br />City of Ramsey <br />Active Community Planning Proposal <br />Deadline: June 1,2007 <br /> <br />Section III: Work Plan <br /> <br />Initiative One- Update portions of the Comprehensive Plan to incorporate active living principles <br /> <br />The proposed work plan for the BCBS contract, if awarded, will consist of two initiatives. The first will be to <br /> <br />update the trail and park portion, the land use section, and the transportation and transit portion of the <br /> <br />Comprehensive Plan to strengthen the emphasis on walking, biking, running, recreating, and multi-modal <br /> <br />commuting. This will be achieved by working with the selected consultant, DSU/Bonestroo, to discuss the <br /> <br />existing and proposed trail systems, identify key links that should be a priority, and explore marketing and best <br /> <br />practice strategies to have a positive impact on the usage and expansion of the trail system. Furthermore, <br /> <br />Bonestroo will identify opportunities for connections to existing and proposed land uses including Ramsey Town <br /> <br />Center, the Mississippi River, and transit. Ramsey's strategies for this portion of the contract would be to increase <br /> <br />amount and use of existing infrastructure (parking ramp, trails, parks, and Town Center in general), increase <br /> <br />connections to activity and transportation nodes, and increase the use of multi-modal options for transportation. <br /> <br />The Comprehensive Plan will also identify design criteria for encouraging more walkable communities, and will <br /> <br />identify specific ordinances to accomplish this design (e.i. sidewalk requirements, street connectivity among <br /> <br />neighborhoods). The following tasks with regard to the Comprehensive Plan will be accomplished through a <br /> <br />BCBS contract, if awarded: <br /> <br />. Explore best practices in subdivision design and trail location to emphasize the importance of <br />connections between parks and trails within the community. <br /> <br />. Discuss the risks of inactivity and the benefits of promoting and producing a more physically active <br />community. <br /> <br />. Place importance on the policy of developing sidewalks and trails within neighborhoods through <br />the subdivision process. <br /> <br />. Identify opportunities to connect neighborhoods and increase pedestrian/biking thoroughfares. <br /> <br />. Examine possibilities in the Ramsey Town Center and other key locations to encourage walkability <br />through specific urban design standards including, but not limited to, reduced setbacks, <br />architectural requirements, height and density flexibility and flexible zoning strategies such as <br />form-based codes, mixed-use development, and conservation/cluster development. <br /> <br />. Discuss current and future transit opportunities, and multi-modal transportation possibilities <br />among autos, walking, and buses/rail. <br /> <br />-214- Page 70f16 <br />
