<br />City of Ramsey <br /> <br />Active Community Planning Proposal <br /> <br />Deadline: June 1, 2007 <br />. Incorporate components of urban: designs standards for traffic calming, including, but not limited <br />to, narrower streets, a dedicated and wider pedestrian realm (sidewalks or trails), speed bumps or <br />reductions, and possibilities for pedestrian overpasses/underpasses on County or State roads. <br /> <br />· Assess and discuss the importance of community support for policies and programs that promote <br />increased physical activity. <br /> <br />Initiative Two: Mississippi River Regional Trail Corridor Small Area Plan <br /> <br />The second initiative will be to take a focused approach on the portion of Ramsey south of US Highway <br /> <br />10/169 and prioritize land use with associated trail and facility investments, the river and highway pedestrian <br /> <br />crossings, and regulatory mechanisms for embracing the future the regional park and trail. This examination <br /> <br />would provide a guiding document to inform the Comprehensive Plan and serve as a road map for land use <br /> <br />planning, trail, and facility development within the Mississippi Corridor. The strategies for this portion of the <br /> <br />contract would be to increase use and access of Mississippi River and continue to encourage regional trail <br /> <br />connections within the northwest metropolitan area. The following tasks would be will accomplished through a <br /> <br />BCBS contract, if awarded: <br /> <br />· Identify and discuss existing land use, transportation corridors, and park and trail infrastructure <br />along the proposed Mississippi River Regional Trail corridor. <br /> <br />· Identity opportunities to utilize, either passively or actively, the significant natural resources the <br />regional trail corridor offers, and reconcile municipal parks planning with the National Park <br />Service. <br /> <br />· Examine potential pedestrian connections within the trail corridor to the Ramsey Town Center, the <br />transit facility, and other key locations including the feasibility of a pedestrian overpass on <br />Highway 10, and improved at-grade intersections. <br /> <br />· Determine a method to effectively connect the proposed regional trail with other regional park <br />infrastructure, with emphasis on the Three Rivers Park District, including a discussion of the <br />feasibility and costs of a pedestrian river crossing. <br /> <br />· Incorporate the existing Mississippi Corridor development regulations into a workable, <br />marketable, land use plan for the land adjacent to the trail corridor that emphasizes the <br />importance of the trail, and provides community design that encourages trail use and enjoyment. <br /> <br />Page 8 of 16 <br /> <br />-215- <br />
