the homeowners in regards to blocking off Barium Street. They were concerned about the access
on Dysprosium. When those townhomes originally went in the people wanted a private street.

Mr. Chapman stated the private streets were not from the landowners or developer; the City
wanted that because the people from the north demanded that they not cut through there with a
City street.

Mayor Gamec stated he remembers when that development came in and there was concern, but
basically that was the way townhouse developments were set up at that time. Now they are
doing it a little differently. .

Mr. Chapman stated the City is more or less double dipping.

Mayor Gamec replied there is a private street, but townhouse developments still pay based on the
valuation of the townhome, and pay a fee for plowing, driveways and lawn maintenance.

Mr. Chapman stated they are also paying the City to do it, and they are not doing it.

Councilmember Elvig stated recently a group from the Mallard Ponds association requested that
the street continue to be closed. They use. it as walking area and did not want through traffic.
They wanted the street to be private and made quite a statement.

Councilmember Olson pointed out that there are many streets in Ramsey that people who live on
private streets drive on, and those streets need to be maintained. She lives in an area that does
not have streetlights, but she pays for streetlights. When you live in a City you share the expense
of the City.

APPROVE AGENDA

Motion by Councilmember Jeffrey, seconded by Councilmember Olson, to approve the agenda
as submitted.

Motion carried.
