Site Plan Review:
May 30, 2003

Alpine Acres 2nd Addition

Maximum Driveway, Width: The max/mum driveway width pen:nitted for each matt is 20-feet.
The site plan appears to meet this requirement, however the site plan should be revised to include
this information.

Architectural Standards: Building elevations have been provided for the structures. However,
the information provided does not identify what the exterior materials will consist of for the three
unit structures. The building elevation plans need to be revised accordingly.

Landscaping: According to the plan dated April 30, 2003, there will be two 3-unit buildings
resulting in a total of six (6) units. For each unit, there should be a minimum of two overstory
trees, four ornmxaental trees, and twelve shrubs (resulting in a minimum of 12 overstory trees, 24
ornmuental trees, and 72 slm_~bs)'.

The plans indicate that seventy-tkree (73) shrubs will be installed, which exceeds (by one) the
minimum shrub requirements. However, it appears that only eleven (11) overstory trees and
twelve (12) ornamental trees are being planted. To meet the minimum requirements, at least one
additional overstory tree and twelve (12) additional, ornamental trees need to be installed. The
City needs to receive and approve a revised lm~dscaping plan that shows these plmatings as well
as the species and size.

All the species included in the species palette are acceptable as outlined in the Ramsey Tree
Book. Furthermore, all sizes indicated on the plan meet the minimum reqnirements. One
concern regarding the species pale. rte is the number of Norway Maples and Radiant Crabapples
being planted. The City would prefer to see a greater amount of species diversity to protect
against possible pest/pathogen infestations.' Again, a revised landscaping plan showing a greater
mix of species should be submitted and approved prior to final plat approval.

Screening:. The R-2 district stipulates that a thirty (30) foot wide bufferyard be included
anywhere that a proposed higher density _zoning district abuts a lower density zonh~g district.
Within the bufferyard, an additional 10% percent of landscaping is required based on rite
minimum landscape plantings.

It should be noted that the R-2 district ~creening and density transitioning requirernents,
addressed as part of the preliminm'y plat,- conflict with one another. City Staff mad the
Environmental Policy Task Force (EPTF) m'e currently reviewing the screening requirements
established in City Code to provide for a more effective mad efficient means of requiring
additional plantings within the buffer con'idor. Therefore staff is using the density transitioning
requirements to satisfy screening due to density transitioning requiring more plantings in this

case.

Ground Cover/Irri~ation: The development is required to establish sod in all areas not
improved with structures or pavement. An in'iga~ion system will need to be provided tkroughout
