The public hearing closed at 7:44 p.m. <br /> <br />Council Action <br /> <br />The regular meeting of the City Council was called back to order at 7:44 p.m. <br /> <br />Councilmember Pearson inquired as to why the holding pond would not be constructed on the <br />trailer park property. <br /> <br />City Engineer Jankowski explained that the sketch in the plan was looking at some possible areas <br />for expansion and, at the time, staff was completing the feasibility study, the area suggested for <br />expansion was not being used. Obviously there would need to be negotiations between the two <br />property owners, which do not seem feasible at this time. He noted that there is the possibility of <br />constructing a pond on the trailer park site. Staff will need some direction from the property <br />owners prior to proceeding with the project. <br /> <br />Councilmember Strommen inquired if it was possible to look at some of the other options. <br /> <br />City Engineer Jankowski replied that at this point the petitioner needs to research what some of <br />the options are. One of those options may be to not address the storm sewer issue, but it is staff's <br />recommendation that storm sewer is addressed as part of the project. <br /> <br />Councihnember Strommen inquired as to what would happen if they don't address the storm <br />sewer issue. <br /> <br />City Engineer Jankowski explained that currently the water drains in four directions and there are <br />a series of dry wells. The water remains in the well to the north near the railroad tracks for <br />sometime. <br /> <br />City Attorney Goodrich inquired if the City has an existing drainage easement over the pond on <br />the Sunfish Commons property. <br /> <br />City Engineer Jankowski replied yes. <br /> <br />City Attorney Goodrich replied that the City could legally direct water into the Sunfish <br />Commons pond since there is a drainage and utility easement over the pond. <br /> <br />Councilmember Cook stated that it was his understanding that the existing pond would not <br />handle the water for both properties so the pond would have to be expanded. <br /> <br />City Engineer Jankowski replied that the pond may need to be enlarged. The feasibility study did <br />not identify how much of the pond is being used by Sunfish Commons and the gas station. <br /> <br />City Attorney Goodrich inquired if the existing drainage easement only covers the size of the <br />existing pond. <br /> <br />City Council/May 13, 2003 <br /> Page 8 of 29 <br /> <br /> <br />
