<br />Terrace Hill Apartments <br />Site Plan Review <br />May 31,2007 <br />Page 2 of5 <br />Off Street Parking: Within the R-3 zoning district, 2.5 spaces per unit are required, and <br />one per unit must be enclosed. The site plan proposes 164 parking stalls, which is <br />approximately 2.6 spaces per unit total. A total of 63 parking spaces will be <br />accommodated in an enclosed area. Detached garages will house 37 spaces, and 26 <br />spaces Will be located in the building, at grade. <br /> <br />The total amount of parking stalls will be impacted by "the future re-alignment of <br />Highway 47. The exact number of parking stalls impacted will be determined by the final <br />design of the site plan. <br /> <br />Building Height: City Code restrict building height to 45 feet for multi-family buildings <br />with the R-3 district. The proposed structure is approximately 43 feet in height. <br /> <br />Architectural Standards: The building is proposed to be an L-shaped, 3-story building; <br />one story will be utilized for tuck-under garages. <br /> <br />City Code requires specific architectural elements to be provided in the R-3 Residential <br />District. The purpose of such requirements is to encourage the development of hig- <br />quality, diverse structures in the City while permitting flexibility in the development <br />process. The following elements are required, in reference to the front fa9ade of the <br />building: <br /> <br />1) A minimum of 35 % face brick, natural stone, or stucco shall be used. It appears <br />as though the building conforms with this requirements. <br />2) A minimum of three colors shall be used for each building. Please submit a color <br />rendering of the building for verification of compliance with this requirement. <br />3) All buildings shall include at least two significant architectural elements. The <br />submitted rendering indicates the addition of porches, a cantilevered fa9ade, and <br />window treatments. <br /> <br />Your application is deficient a full set of building elevations. Please 'submit revised <br />building elevations and garage elevations to verify compliance with architectural and <br />building height standards. <br /> <br />The City Council and staff have expressed concern regarding the architecture proposed. <br />The massing of the building 'was a point of concern. Staff is suggesting emphasizing the <br />cantilevers in the fa9ade and adding roof pitch variation to contribute to the reduction in <br />. the massive "feel" of the structure. Staff is also requesting architectural detail regarding <br />the garage doors and structures. <br /> <br />Sidewalks and Trails: There is an existing trail along the western and southern edge of <br />the parcel. The Planning Commission would like to see a connection made from "the <br />apartment building to the existing trail system. <br /> <br />129 <br />
