<br />Terrace Hill Apartments <br />Site Plan Review <br />May 31, 2007 <br />Page 3 of5 <br />Streets and Access: The site plan proposes to access the site from Dysprosium Street at <br />a point directly opposite ilie entrance to the Savanna Oaks apartment building. This <br />access point is acceptable to the City. The City is currently participating in a study to <br />determine the future location of TH 47, which has identified a section of Dysprosium <br />Street which runs through the eastern portion of this property as one alternative to be <br />considered. Although the exact alignment of future TH 47 through this site is not <br />precisely known, the site has been redesigned such that ilie building would reasonably be <br />outside tlle TH 47 right of way and would meet standard zoning setbacks. A future access <br />could be relocated onto CSAH 5 by relocating the access through the water to\ver site. <br /> <br />Grading and Drainage: A drainage and grading plan has been prepared which transmits <br />runoff from the site to an existing detention pond located over the western boundary of <br />the property. This detention pond was sized at the time the Ponds subdivision was created <br />to accommodate runoff from this parcel. However, as result of the desire to avoid conflict <br />with the futureTH 47 occurring down Dysprosium Street this plan was modified. A nev,7 <br />grading plan design was prepared segmenting the detention pond by placing a portion of <br />it on the eastern portion of the site within the area that will contain the future route of TH <br />47. This appears to be a workable grading and drainage plan, however the detailed <br />preliminary plan needs to be finalized and submitted for review. A permit for this project <br />will need to be obtained from the Lower Rum River Water Management Organization. <br /> <br />Utilities: Sewer and water utilities are currently available to service this property from <br />the Ponds on the west side of the property. Detailed construction plans will need to be <br />submitted at the time of final plat. <br /> <br />Fire Suppression Considerations: The fITe department has reviewed the site plan, and <br />indicates iliat a 24- foot fire lane is excessive because the building is sprinkled and the fire <br />lane is accessible from two points. A 14-foot fire lane will suffice to provide adequate <br />protection to this site. <br /> <br />Tree Preservation: The majority of this site is devoid of any existing trees; however, <br />along the southwestern boundary (adjacent to ilie existing trail), there are a couple of <br />groups of oak trees and 'undergrowth the will be preserved. Tree save fencing must be <br />shown on the landscaping/tree preservation plan as well as on the grading plan. The tree <br />save fencing shall be installed at the drip line of individual trees or groups of trees and <br />shall be in place prior to any construction activity and must remain in place and in tact <br />throughout the construction process. <br /> <br />Landscaping: The following comments are offered regarding the landscaping plan, dated <br />May 7, 2007: <br /> <br />G The site is required to have a minimum of 48,134 square feet of canopy cover. <br />The landscape plan includes a total of 50,115 square feet of proposed canopy <br />cover, including trees used for density transitioning purposes. After factoring out <br />the trees intended for transitioning purposes (and including one oak outside of the <br /> <br />130 <br />
