-04- <br /> <br /> connection of 154th Lane N.W. between this plat and Sunflower Ridge to the east. However, it is <br /> possible that the segment of 154th Lane N.W. in this plat may be constructed prior to the segment <br /> of 154th Lane in Sunflower Ridge. In that event, the development agreement requires the <br /> developer to provide a temporary cul-de-sac bulb at the eastern terminus of 154th Lane N. kV. until <br />. such time as it is connected with 154th in Sunflower Ridge. The development agreement also <br /> requires all temporary cul-de-sacs to be signed as future through streets and escrows funds for the <br /> removal of the temporary cul-de-sac bulbs, associated restoration of adjacent properties, and <br /> extending the sidewalk to the west boundary of the plat. <br /> <br />All of the lots meet the 10,800 square foot lot size requirement and the 80 foot (90 feet on comer <br />lots) lot width requirement. <br /> <br />The wetlands have been appropriately delineated and encumbered with drainage and utility <br />easements on the final plat. <br /> <br />The Engineering Staff has reviewed the final plans. These plans are recommended for <br />modifications subject to the points raised in the Staff Review Letter dated March 21, 2003. <br /> <br />As reported at the time of preliminary piat approval, Park Dedication will be satisfied with a cash <br />payment. The developer will be required to construct an 8 foot wide bituminous trail between <br />Lots 5 and 6 of Block 3 at a maximum grade of 5%. The construction cost of this trail segment <br />will be credit eligible against trail fees due on the plat. Sidewalks will be constructed along all <br />non cul-de-sac streets. In addition, the Developer has agreed to construct a sidewalk along the <br />Junkite Street N.W. cul-de-sac to provide a connection with the trail segment installed between <br />Lots 5 and 6. The Developer is also responsible for continuing the trail parallel to Alpine Drive. <br />Per previous discussions with the Parks and Utility Supervisor, a portion of the area north of the <br />plat, currently platted as Outlot C, Wildlife Sanctuary 2nd Addition, was to be included in the plat <br />as an outlot and deeded to the City of Ramsey to protect"the wetlands. That requirement has not <br />been met and the final plat should be modified accordingly. <br /> <br />At the time of preliminary plat approval, the City Council approved preservation of a tree stand <br />on the west property line to fulfill density transition requirements for the larger, rural lots to the <br />west. The preliminary tree plan dated November 5, 2002, was determined to be acceptable <br />provided it was modified to identify the location of tree save fences. The modified tree plan has <br />not been submitted. The final version of the tree plan should also specify the species of trees to <br />be planted; coniferous trees must be at least 5 feet in height; deciduous trees must be at least 2.5 <br />inches in diameter. Under current landscaping requirements, the Developer is responsible to add <br />90 trees to the site. The November 5, 2002 tree plan identifies the addition of 99 trees to the site; <br />43 deciduous and 53 coniferous. The Development Agreement will reference the approved tree <br />plan and require a covenants restriction, in recordable form, to preserve the trees on the west <br />property line. <br /> <br />At the time of preliminary plat approval, neighboring property owners to the west (Weichelt and <br />Mott) expressed concern that the new development would result in trespassing into their pasture <br />land.
