<br />and other services, and an Assisted Living/Memory Care wing with 49 units. The facility will <br />have a total of 152 units. The proposal meets setback requirements in the Town Center TC-l <br />Subdistrict. The TC-l District requires a minimum density of 15 units per acre; the submittal <br />shows an overall density of 36 units per acre. Ms. Geisler stated access to the complex will be <br />from Rhinestone Street and Civic Center Drive. Underground parking with 84 spaces is <br />provided for the independent units. A surface parking lot with 35 spaces is available for visitor <br />parking off of Rhinestone Street, and a second lot with 26 spaces is available for staff parking off <br />of Civic Center Drive. There are also approximately 40 on-street parking spaces surrounding the <br />facility. Ms. Geisler stated The Town Center Development Guidelines have specific <br />architectural and site development standards. Overall, the submitted plans meet or exceed these <br />requirements. Staff has requested a few revisions, per the City Staff Review Letter. Vinyl siding <br />will be used on portions of the building, but will not be visible from the street. The Planning <br />Commission recommended approval of the preliminary site plan. <br /> <br />Ms. Shirley Barnes, CEO with Crest View Senior Communities, thanked the Mayor, members of <br />the City Council, and staff for their work with Crest View. She stated it is refreshing to have a <br />city that works with you to make something happen.. Ms. Barnes provided an overview of the <br />plans for Crest View Senior Communities, including 103 independent living units, 31 assisted <br />living units, and 18 memory care units. She stated Crest View is in the process of doing a wait <br />list; . they need to determine other fees so they can begin the actual entry fee process. She <br />reported that John LeTourneau is the Director of Sales for this project and supplied his telephone <br />number. <br /> <br />Ms. Jill Krance, ESG, stated ESG and Crest View worked closely with the design standards to be <br />sure they are meeting and exceeding the standards, including brick areas along Rhinestone Street <br />and Sunwood Drive. $s. Krance provided information regarding the architectural materials <br />included in the Crest View facility. She stated arbors and pergolas have been included to break <br />up the expanse of the bu~lding. She explained ground water issues are forcing the building to be <br />higher from the street, <ind the building has been set back slightly so that it does not appear <br />foreboding. Retaining Jalls have been included along the setback line to maintain that. edge of <br />the street as required in tpe guidelines. Ms. Krance stated there will be an entrance off Sunwood <br />Drive for pedestrian access; there will be one main entrance for the whole campus. Design <br />modifications were made based on requests by the Fire Chief. Ms. Krance stated they enjoyed <br />working with the City an~ Fire Staff. <br /> <br />, <br /> <br />Councilmember Elvig thbked Crest View for working so closely with the City and bringing this <br />to their community. He ~tated Crest View is a great project. The City has talked the last four to <br />i <br />. five years about livable communities, and this is an aspect that is hard to achieve. This is a great <br />looking project; ESG is a very noteworthy architect that has been very involved and instrumental <br />in the development in Town Center, which helps tie some of the vision and the overall look. <br />Councilmember Elvig stated he appreciates the undulation of the building and the use of <br />materials and color.
