<br />Ms. Krance replied the design currently includes pockets so there will be an undulation in the <br />sidewalk. The retaining wall basically mirrors the undulation and there will be plantings along <br />there. <br /> <br />Mayor Gamec stated this has been worked on for quite a while. This will meet the needs for the <br />City to complete the aspects of the quality of lifestyle of living for all people, and it will be close <br />to transportation and shopping. <br /> <br />Councilmember Strommen stated this is a great use for the City. The building has been designed <br />very attractively. She inquired about the timeframe for the project. <br /> <br />Ms. Barnes stated 70% in presales is required before this project can go to an investment banking <br />for tax exempt financing. Crest View is at the wait list stage because they are still in the final <br />stages of determining the fees. There are about 15 people on the wait list; they need to be sure of <br />the fees for the pricing to be determined. Ms. Barnes stated she is a believer in Ramsey Town <br />Center. Crest View was the second to sign a letter of intent. Town Center may be taking a while <br />longer, but the City should stick with it and believe in it. This will happen, and all of them who <br />are still here are committed to making it happen. Ms. Barnes stated when Crest View comes into <br />a community they are not just there from 8 to 5; they are part of the community and there to help <br />with the aging parents and older adults. She is pleased to share that Crest View Senior <br />Community was named the 2007 Values First. Business A ward winner in southern Anoka <br />County. That is what Crest View does as a business and community partner. Ramsey Town <br />Center may be taking a "Yhile longer, but it will be worth it in the end. <br /> <br />Councilmember Strommen thanked Ms. Barnes for the commitment of Crest View to the <br />Ramsey Town Center project. <br /> <br />Councilmember Jeffrey congratulated Crest View on the award and being part of Ramsey's <br />community. He stated this is a great project and he cannot wait to see dirt moving. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Olson, to approve the <br />preliminary site plan for Crest View at Ramsey Town Center, contingent upon compliance with <br />the City Staff Review Letter dated March 30, 2007, revised May 15,2007. <br /> <br />Further discussion: Councilmember Elvig asked how people can become engaged in the Crest <br />View' facility. Ms. Barnes replied there is signage for the facility, there are ads placed on a <br />regular basis in the local newspapers, and there has been an ad running on QCTV for the last two <br />months. The other way to get the word out is really word of mouth and working with the <br />churches. As a faith based organization, Crest View has worked a great deal with the churches <br />in this area. There is information about the Ramsey Town Center project on the website at <br />www.crestviewcares.org.Ms. Barnes explained the pricing will not be shared until it can be <br />finalized. A reasonable idea of pricing would be in the $12,000 range for TIF units and $42,500 <br />to $75,000 for market rate entry fees. The entry fee is 100% refundable upon re-occupancy. The <br />rents would be at a standard market rate. Councilmember Dehen questioned how Crest View <br />will get to the 70% commitment rate if they do not have the pricing determined.
