<br />Crest View can finish their pricing and determine the entry fees. Associate Planner Geisler <br />indicated the park dedication fees relate to the master developer for Town Center. This needs to <br />be worked out prior to site plan approval and is scheduled for a Council work session discussion <br />on June 5ili. Ms. Barnes stated once those fees are finalized Crest View can finalize their pricing. <br />There is not a lot of room for them to move on their entry fees and she would appreciate the fact <br />that Council consider this is an older adult service community. Councilmember Dehen asked <br />how close Crest View is with the 70% presales requirement. Ms. Barnes replied there are no <br />entry fee agreements yet because they do not have the final pricing determined. There are 15 <br />people on the wait list and it is growing. The QCTV advertisement has brought in others and <br />they plan to continue those advertisements. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Olson, Dehen, Elvig, <br />Look, and Strommen. Voting No: None. <br /> <br />Case #4: <br /> <br />Request for Preliminary Plat and Preliminary Site Plan Approval of <br />Symphony at Town Center; Case of K. Hovnanian Homes <br /> <br />Associate Planner Geisler stated K. Hovnanian Homes has submitted a new preliminary plat and <br />preliminary site plan for the remaining undeveloped area of Ramsey TownCenter 7th Addition. <br />The developer is proposing to revise the ratio of row house units to back-to-back units, which <br />necessitates a change in the plat and site plan. The approved plat for Town Center 7th Addition <br />contained 190 units, which equates to a new density of 11.6 units per acre. The changes to the <br />remainder of the plat area result in a reduction in the total number of units to 186. This reduction <br />in units equates to a net density of 11.5 units per acre. The previously approved site plan <br />contained 36 back-to-back units and 154 row houses. The revisions to the development area will <br />result in 100 back-to-back units and 86 row houses. No changes are proposed to the architectural <br />standards. However, it is noted that the back-to-back buildings are being increased from 6 units <br />to 8 and 10 unit buildings. Ms. Geisler stated the maximum setback requirements are met on <br />Block 1. On Block 2, the structures fronting on 146ili AvenueNW and Traprock Street NW all <br />comply with the 20 foot maximum setback. The most southeastern back-to-back building <br />fronting on East Ramsey Parkway has one comer of the building that is 24 feet from the property <br />line and the other corner is 17 feet from the property line. The Town Center Guidelines allow <br />for a deviation in setback maximums if no more than 25% of the building is beyond the <br />maximum setback. It is staffs opinion that the placement ofthis building is acceptable and does <br />not require a variance. The row house building in the southeast corner of Block 2, fronting on <br />Rhinestone Street was 26 feet from the property line along East Ramsey Parkway. Town Center <br />Guidelines recommend building to the corners of each block. The May 7 revised site plan has <br />adjusted the location of the building and it now complies with the 20 foot maximum setback <br />from the property line. The row house building at the northeast corner of Block 2 received a <br />variance to the maximum setback from Rhinestone Street with the plat of Ramsey Town Center <br />7th Addition. That variance shall remain in effect. <br /> <br />Associate Planner Geisler explained park dedication was paid on Ramsey Town Center 7ili . <br />Addition in accordance with the Master Development Agreement. Staff first determined that <br />with this replat of the property park dedication fees could be assessed on the replat. The City <br />Attorney has reviewed this and determined that the park dedication for this area was all <br /> <br />City Council / May 22, 2007 <br />Page 8 of 24 <br />
