4) The City of Ramsey granted us a Conditional Use Permit to operate a MSW (garbage) <br /> transfer station on our property. Initially, due to permitting requirements, the facility will <br /> operate as a recyclables transfer station and may take garbage when permitting is <br /> completed. <br />5) We expect the facility to have up to three purposes: <br /> a. Transfer ofrecyclable material fi.om collection trucks to semi transfer trailers <br /> i. This operation requires "notice of operation" permits at the County and <br /> State level. Given the nature of the material, we are only required to <br /> notify the agencies of recycling transfer operation. Enforcement and <br /> inspection is generally on a complaint basis. <br /> b. Transfer of garbage from collection trucks to semi transfer trailers. <br /> i. In addition to city requirements this operation requires a County permit <br /> and Sate permit. The application and approval process for these permits <br /> (especially the State) is quite extensive and will take at least six months <br /> and probably a year. A detailed operating and safety plan are required <br /> and regular inspections by the County and State will be made to insure <br /> compliance. Based on our experience the City can rely on the County and <br /> Sate as "technical" experts on the facility and operations. <br /> c. Dump & sort of construction/demo loads <br /> i. Material fi.om construction and demolition sites generally does not <br /> contain any "raw" garbage, but often contains material such as cardboard <br /> and steel that can be recycled. These mixed loads are currently disposed <br /> at a construction/demo (not MSW) landfill. Although this part of our <br /> business is small, we will bring some construction/demo loads into the <br /> facility and separate cardboard and steel for recycling. <br /> ii. Permitting for these operation is similar to recyclables transfer. <br />6) The new building will be tucked into the northwest comer of our property. A property <br /> survey has revealed that "Danny's Trannys" is encroaching on our property. We need to <br /> discuss movement of their "tip" area. <br />7) Our position on the neighborhood is clear - let the clean up continue.
