<br />. <br /> <br />would be required any time a property was subject to development. He stated that the higher <br />quality the wetland was, the wider the buffer would need to be. He stated the City hired Peterson <br />Environmental Consulting, which has merged with Westwood Professional Services, to conduct <br />a functions and values study using an analysis that was developed by the Board of Water and <br />Soil Resources (BWSR). He stated they have been out to look at approximately 140 wetlands. <br />The Wetland Functions and Values Final Report is a culmination of this work. <br /> <br />Coordinator Anderson stated the report will be brought to the Planning Commission for a public <br />hearing. <br /> <br />Chairperson McDilda asked ifit was available electronically. <br /> <br />Coordinator Anderson stated that it was available and he will e-mail it to all EPB members. <br /> <br />Board Member Sibilski asked if all the questions and concerns that were brought up at the <br />December meeting were addressed. <br /> <br />. <br /> <br />Coordinator Anderson answered in the affirmative. One question asked was about change in <br />classifications. He stated there is a summary covering classifications. He stated they talked <br />about the areas that were bumped up to Manage 1 and Preserve status. He stated there were two <br />areas along the two rivers that changed in classification for no apparent reason; one area which <br />was caught in the QAlQC review was the Boy Scout camp. He stated that it wasn't shown as <br />being zoned quasi public land. He stated that was changed. He stated they also addressed an <br />area along the Mississippi River that would have all been considered Manage 1. A sighting of a <br />listed species bumped that area's rating up. <br /> <br />Board Member Bentz asked for clarification about change in classification based on it being <br />quasi public land. <br /> <br />Coordinator Anderson explained that public lands can add to the recreational and aesthetic rating <br />that it gets. Coordinator Anderson stated "not available" was discussed. He stated that some of <br />the maps showed data that was "not available" but that has been corrected. <br /> <br />Board Member Bentz asked if it included no minimum classification, then skipped a level and <br />went to Manage 2 for impervious surfaces. <br /> <br />Coordinator Anderson stated that he would have to go back and look in the minutes for <br />information, but the exhibits include all the layers. He stated that he asked for clarification about <br />the amphibian habitat. He is hoping that the report will be finished this week. He stated that as <br />soon as BWSR answers some questions, the report will be complete. <br /> <br />Board Member Sibilski asked if one set of maps will be available for the City. <br /> <br />Coordinator Anderson stated the City will receive a full size map of the management <br />classification. The layers will be 11" X 17". He stated all the data will be available <br />. electronically.
