going to hool( the neighborhoods together and it was voted down, but when they learned the road
was going through she spol(e with Mr. Norman and Mr. Olson. She explained drainage and
utility easements for Pondvale Estates currently runs through their development. Her concern
was if the road was going to be run through to the north it would be a good time to look at their
addition. Ms. Asmussen stated their neighborhood also has a horrible problem with parking
during any school events; people parl( on both side of the road and cars cannot get through. She
has called numerous people and voiced her concerns. With the road going through now they are
getting more and more traffic.

Ms. Asmussen stated when the road was being put through they made it known that they would
like to mal(e their last two lots buildable. They tall(ed to Mr. Norman and he said nothing will be
done in Pondvale Second Estates; they are just cutting the cul-de-sac off. She stated they have
run curb and gutter down her property and it runs drainage right into their drainage. With the big
thaw it was flooded out up to her split rail fence. There is no wall(ing space for the l(ids to wall(
to school so they wall( across her property and right across this pond. She questioned who will
be responsible if someone gets hurt. She stated there is a lot more drainage being tal(en on and
this will be a big issue. Their development has a petition in for a feasibility study for city
services, but something needs to be looked at. They cannot take on this water in that small
drainage area. When the new road was being put in and she called to ask why curb and gutter
was being put on her property, and the response was that they were not being sent a bill for it.

Chairperson Elvig clarified Ms. Asmussen's concern is that the curb is abutting her property,
which is not allowing some of the drainage to flow over.

Ms. Asmussen replied it is funneling the drainage right into her drainage.

City Engineer Janl(owski indicated it is his understanding that there is a catch basin that should
be located on the property line at the new development at the bottom of the road. It may be that
the drainage is not going to the catch basin because of a silt fence may have been placed over the
grates for the winter.

Chairperson Elvig informed Ms. Asmussen that her concerns are noted in the minutes and will be
lool(ed into. He indicated the City is interested in improving Helium Street.

City Engineer Janl(owsl(i stated there is a petition in for improvements to Helium Street and the
feasibility study is being updated. Staff will contact Ms. Asmussen regarding her concerns.

Chairperson Elvig requested that the Committee be informed about the issues associated with the
concerns expressed by Ms. Asmussen.

Councilmember Olson directed staff to look into the parking concerns expressed by Ms.
Asmussen as well.

Case #4:

Consider Financing for 160th Lane Paving Project

Public Works Committee / March 20, 2007
