Commissioner Trites Rolle stated another concern is the continuation of the traffic along <br />CR S. This is a severely challenged site, and it is down a hill near a school and trails with <br />the access close to another access on the county road. She asked if the County has <br />provided any comments. <br />City Engineer Jankowski replied the County has not commented at this time. However <br />there was a similar situation about %2 mile down the road on the other side and the County <br />came up with a compromise there. <br />Mr. Rollings indicated the design of the site was changed to move the access as far away <br />from the closest access as they were able. <br />Commissioner Brauer asked if this property was purchased with a residential zoning. <br />Mr. Rollings responded in the affirmative. He stated they spoke to the city at the staff <br />level two times and bought the property knowing the current zoning, and that it was 1.9 <br />acres, but also knowing the future use would not stay R -1 essentially. In a couple of <br />meetings with staff and asking what they would like to see there possibly, a couple of the <br />ideas that came out were detached townhomes or maybe attached townhomes. CBR <br />Development decided this project was a good opportunity to improve the City and have a <br />small project that could be used as an infill. <br />Commissioner Brauer stated the existing zoning is R -1, and usually when there is a <br />zoning change approved, especially from R -1, there has to be some mitigating <br />circumstance to do that. He fails to see that here, other than due to economics. <br />Mr. Rollings stated the challenged site, the location, the County road access, and the site <br />being surrounded by an existing R -1 neighborhood, are partially why he was advised that <br />a nice townhome development would likely fit there nicely. They did not buy it with the <br />intent of trying to give the City something they do not want; they kind of thought they <br />were doing what the City wanted. Now, after all the discussion they think they are <br />coming back with something that will work for the City. <br />Commissioner Van Scoy asked if the comment from staff that the radius of the cul -de -sac <br />does not meet the minimum requirements will be a problem. <br />Mr., Rollings replied he does not believe so. He has a call into his engineer and they will <br />accommodate the needed changes. <br />Commissioner Van Scoy verified with Mr. Rollings that each of the lots meets the <br />minimum square footage requirement. <br />City Engineer Jankowski indicated a 10 -foot wide bituminous trail needs to be <br />accommodated in front of the property along Nowthen Boulevard.
