Call 763-427-1410 for meeting <br />location in case of inclement weather <br /> <br />Water Resources Management Plan <br />Open House Planned for July 11, 2007 <br /> <br />The water resources in and <br />around the city of Ramsey are among <br />the key area amenities that attracted <br />many people to the area. As such, <br />the city is taking steps to protect and <br />preserve the area wetlands, streams <br />and lakes. The city has developed or- <br />dinances requiring new developments <br />to manage runoff associated with con- <br />struction site erosion and sediment <br />control as well as with post construc- <br />tion storm water management. <br />In continuing with these ef- <br />forts, the city has hired the consulting <br />firm of Bolton & Menk to prepare <br />a comprehensive Water Resources <br />Management Plan (WRMP). The key <br />issues being addressed in the WRMP <br />are: <br /> <br />1. Solicit Public Input on the <br />WRMP content <br />2. Inventory and evaluate the <br />city's wetlands <br />3. Develop a plan to protect all <br />of the city's waters <br />4. Manage rainfall runoff to <br />mitigate flooding issues. <br /> <br />Because public input is es- <br />sential to developing a successful <br />plan, a public open house meeting <br />is planned at the Municipal Cen- <br />ter from 5:00 pm to 8:00 pm on <br />July 11, 2007. The general public is <br />invited to share knowledge of flood <br /> <br />problem areas, observations of chang- <br />es in the area waters, and opinions on <br />the management of all waters of the <br />city. Pictures of problem flood areas <br />are welcome. <br />An additional component of <br />the WRMP is an evaluation of the <br />quality of individual wetlands. This <br />process began last summer when <br />one-third of the city's wetlands were <br />evaluated. The remaining two-thirds <br />of the wetlands are being evaluated <br />this summer in June and July. Al- <br />though much of the information can <br />be, or has been, obtained through ex- <br />isting data bases, field verification of <br />that data is also necessary. Bolton & <br />Menk, the WRMP consultant, will be <br />conducting the field evaluation work. <br />Before worl(ing in an area, flyers will <br />be posted on the doors of all proper- <br />ties in the vicinity of the wetlands <br />being reviewed. <br />Once all of the necessary <br />data has been compiled, a final report <br />addressing flood protection measures, <br />wetland classification, and recom- <br />mendations to protect the city's wa- <br />ters will be generated and presented <br />to City Council for adoption. If <br />Council introduces the ordinance on <br />June 26, it is eligible for final adop- <br />tion at their next regular meeting on <br />July 10,2007. The City Charter re- <br />quires that the ordinance be published <br />in the Anoka Union and it would then <br />become effective 30 days after publi- <br />cation. <br />City Council believes that an <br />abatement program will be a more <br />efficient and timely way to resolve <br />violations; and reduce or eliminate <br />situations that result in a criminal <br />record for violations of local zoning <br />ordinances. The abatement program <br />is intended to be more productive and <br />less threatening than the current code <br />enforcement program.
