<br />Turnback of County Road 63 <br /> <br />Public Works Director Olson reported staff has been in negotiations with Anoka County <br />Highway Department about the turnback of CR 63. The Public Works Committee, and <br />subsequently the City Council, authorized staff to move forward with option 2, which was not a <br />complete rebuild, but a slight rebuild of CR 63, and then collect the additional revenue that was <br />going to be spent on the complete rebuild and utilize the funds to help offset some of the Town <br />Center improvements. Staff has been in contact with Anoka County and hopes to have an <br />answer regarding the turnback by June 26th. <br /> <br />Mayor Gamec stated the County is moving quickly on some of these roads. He requested staff to <br />include final decisions regarding tumback roads on the Public Works Committee agenda soon. <br /> <br />Case #13: Report from Personnel Committee <br /> <br />1) Request for Authorization to Recruit an Assistant City Engineer <br /> <br />Interim City Administrator Nelson reviewed that as part of the 2007 General Fund Budget the <br />Council approved the creation of a new Assistant City Engineer position. The purpose of this <br />position is to provide profes~ional engineering counsel, design and review, as requested; assist <br />with development of the capital improvements program; and assist with development of a street <br />maintenance program and budget. This position will also supervise the City's two engineering <br />technicians. Ms. Nelson stated the budgeted salary for the Assistant City Engineer position is <br />$60,550. The 2007 General Fund Budget will cover $37,150 of the annual salary and it is <br />anticipated that the remaining $23,400 will be covered by billable hours. It was the <br />recommendation of the Personnel Committee to move the recruitment process for the Assistant <br />City Engineer forward. <br /> <br />Councilmember Jeffrey stated there was discussion about the billable hours and the possibility of <br />reducing some of the consultant time with this position. There was also discussion about the <br />timing of this position. The recommendation of the Personnel Committee was approval to <br />proceed with the recruitment of this position. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Olson, to ratify the <br />recommendation of the Personnel Committee in Case No.1 and to adopt Resolution #07-06-144 <br />granting authorization to recruit an Assistant City Engineer. <br /> <br />Further discussion: Councilmember Look stated in looking at the total, the funding required for <br />this will be $78,000 counting benefits, and he does not know that the timing is right for hiring <br />additional personnel. He sat in on the Personnel Committee meeting and there was quite a bit of <br />discussion. He gets concerned when he reads that the position will supervise two engineering <br />positions. He asked who is currently supervising these employees. Public Works Director Olson <br />replied he is currently supervising these employees. He currently has 8 employees directly under <br />him with another 16 employees below that. Mayor Gamec noted this includes Public Works, <br />Engineering and Parks. Councilmember Dehen stated he opposed the request for authorization <br />to recruit an Assistant City Engineer for the reason that he does not think it is appropriate to <br /> <br />City Council / June 12,2007 <br />Page 25 of 29 <br />
