Voting Yes: Mayor Gamec, Councilmembers Beyer, Zimmerman, Beahen and <br />Haas Steffen. Voting No: None. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: 1997 Council Organization <br /> <br />City Administrator Schroeder stated that each year Council adopts resolutions assigning <br />Councilmembers to certain committees, designating financial institutions as official depositories of <br />City funds and authorizing signatures for financial transactions. Part of the organization resolution <br />also designates the City's official newspaper, health authority appointment, and others. <br /> <br />Councilmember Haas Steffen noted that the resolution being presented for Council organization <br />names the firm of Barna, Guzy and Steffen as providers of part of the City's legal services and that <br />is her husband's firm. She understands that he does not contract with the City. His contract is for <br />labor management and he worked for the City and for the County prior to her election. The City <br />and the County attorneys have looked at this and determined there is no conflict of interest. The <br />State of Minnesota has a law that says you cannot disassociate because of marital status. Because <br />of this, she decided she would abstain from voting on this resolution, even though she does not <br />have to. <br /> <br />Mayor Gamec reported that he, too, contacted the County Attorney and received information <br />pertaining to conflict of interest, and he (Gamec) personally has no problem with this. <br /> <br />Councilmember Beyer questioned if there would just be one representative or two on the Quad <br />Cities Cable Commission. <br /> <br />Mayor Gamec replied that it has been just one. Whether or not Ken Peterson wants to continue, he <br />wasn't sure. He discussed it with Mr. Peterson and possibly after the new contract, he may be <br />dropping off the commission. He will remain for the present. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to adopt <br />Resolution g97-01-007, organizing as follows: Anoka County Union is the official newspaper for <br />the City in which all legal notices, vacancies, advertisements, etc. will be published. Elk River <br />Star News is an additional newspaper in which the City may publish notices, vacancies and <br />advertisements as necessary. The Acting Mayor, Council standing committees, Fire Board, <br />Economic Development Authority, accounts payable review, Health Authority and legal services <br />designations are as follows: Acting Mayor: Gerald Zimmerman, Personnel Committee: Chair <br />Sheila Beyer, Tom Gamec and Natalie Haas Steffen, Finance Committee: Chair Carolyn Beahen, <br />Tom Gamec, Sheila Beyer, Natalie Haas Steffen and Gerald Zimmerman, Road and Bridge <br /> <br />City Council/January 14, 1997 <br /> Page 5 of 13 <br /> <br /> <br />
