Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to approve Eric <br />Thomsen's request for a conditional use permit to grade and export soils and adopt Resolution ~97- <br />03-061 declaring terms of same. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Beyer, Beahen and Haas <br />Steffen. Voting No: None. <br /> <br />Case #8 <br /> <br />Request for a Conditional Use Permit for an Overage in Accessory Structure <br />Space; Case of Rhonda Morris <br /> <br />Zoning Administrator Frolik explained that on February 7, 1997, the City received an application <br />from Rhonda Morris for a conditional use permit for an overage in accessory structure space on the <br />property generally known as 16735 Nowthen Boulevard NW. She advised Rhonda Morris has <br />entered into a purchase agreement for the pre-existing homestead and two outlots proposed in the <br />recently approved Harmony Addition. Ms. Morris breeds and raises horses for her personal use and <br />proposes to construct a total of 28,659 square feet in new accessory buildings on the 35-acre parcel <br />to accommodate this special interest. Zoning Administrator Frolik displayed a picture of the <br />proposed structure and reviewed exterior treatment and materials to be used as well as proposed <br />landscaping. She advised of the need for lower building elevations which face CR#5 to contain brick <br />veneer and noted a machinery building and hay storage building are also proposed. Because of the <br />rural character of the area, its distance from the MUSA, and the amount of investment the Morris' <br />are willing to make in these accessory buildings to ensure their aesthetic integrity, the Planning <br />Commission and City Staff recommend approval of the request. <br /> <br />Craig Morris, applicant, commented on the substantial investment being made in these buildings. He <br />assured the Council this is a hobby and they will not board other horses. He clarified the brick will <br />not be veneer, but actual brick which will add to the overall pleasing appearance. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to adopt Resolution <br />#97-03-062 adopting Findings of Fact #0420 relating to Rhonda Morris' request for a conditional use <br />permit. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen and <br />Zimmerman. Voting No: None. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to approve Rhonda <br />Morris' request for a conditional use permit for an overage in allowable accessory structure space and <br />adopt Resolution #97-03-063 declaring terms of same. <br /> <br />Motion carried.
