volunteer Fire Fighters for the City of Ramsey. Chief Kapler stated that each of the individuals
is a real asset to Ramsey's Fire Department.

CITIZEN INPUT

Blaine Edmundson, 4937 - 142nd Avenue NW, Ramsey, presented a couple of comparisons of
land costs on development. Scenario #1 showed the figures for 2.4 lots/acre with municipal
water and sewer and #2 was a two acre lot (density). He pointed out that if land costs were
$20,000 an acre, one would need to add an additional $20,000 a lot to compare the two scenarios.
The total cost to develop a sewer and water lot is approximately $26,400 with the total of the two
acre lot being $75,305. Mr. Edmundson explained that his reasons for presenting this is that
without municipal sewer and water available to get the necessary density, housing becomes
increasingly expensive and, therefore, unattainable for our children and our children's children.

Lori Farber, 6508 - 171st Lane NW, Ramsey, stated she wanted to re-address Council with
regard to a problem that has been on-going for the last three to four years. Her problem is with
water draining on the street since the Smith home was built up the hill. Water runs from their
house down the driveway, into her (Farber's) land and pools in her yard. Mayor Gamec asked
that the City Engineer present something to Council so this matter could be checked out. He
asked that the liability issue be addressed and that this be placed on the next agenda as a case for
discussion.

APPROVE AGENDA

Motion by Councilmember Zimmerman and seconded by Councilmember Haas Steffen to
approve the agenda as presented.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Haas Steffen,
Beahen and Beyer. Voting No: None. Absent: None.

CONSENT AGENDA

Item #8 was pulled from the Consent Agenda to vote on separately as Councilmember Haas
Steffen indicated she would be abstaining from vote on that issue but she would like to vote in
the positive on the other items.

Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to approve the
following items on the Consent Agenda:

1)
2)
3)
4)
5)

Receive Report of Pooled Cash Flows Period Ended March 31, 1997
Receive City-wide Curbside Recycling Report Year-to-Date
Receive Fire Department Report for February 1997
Note MPMA Journal Article Regarding Carbon Products
Schedule Finance Committee Meeting for 6:00 p.m., April 22, 1997

City Council/April 8, 1997
