from two years to four years and implement term limits. To do that we need to change the
existing ordinance. A proposed ordinance was presented to the Personnel Committee and they
recommended introduction of it.

Motion by Councilmember Beyer and seconded by Councilmember Haas Steffen to introduce the
ordinance amending Chapter 2.03.02 of the City Code.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beyer, Haas Steffen, Beahen and
Zimmerman. Voting No: None.

5) Discuss Editorial Policy for Ramsey Resident Community Newsletter

Ms. Waite Smith stated that this issue will be discussed at the next Personnel Committee
meeting.

Case #17:

Authorize Mayor and Mayor Pro Tern to sign Certification of Local
Performance Measures for Local Performance Aid Payable in 1998

Finance Officer Hart presented the Certification of Local Performance Measures for Local
Performance Aid Payable in 1998, and stated that she has certain reservations about the state
asking the City to reduce its taxes. By Ramsey answering no to that question, she did not believe
that the City will be losing any aid. She stated that the City does utilize the task reporting system
for making many decisions. Ramsey is not trying to avoid local performance issues but we want
the state to know that it's not fair to ask the City to reduce it's tax levies at this time. Staff is
asking that we present the certification with a letter from the Mayor expressing the City's reason
for answering no to this question.

Motion by Councilmember Beyer and seconded by Councilmember Beahen to sign the
Certification of Local Performance Measures for Local Performance Aid Payable in 1998, and to
answer no to affirming that local performance aid will result in a reduction in property taxes
along with a letter from the Mayor explaining this action.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beyer, Beahen, Haas Steffen and
Zimmerman. Voting No: None.

MAYOR AND COUNCIL INPUT

1) Youth First Meeting

Mayor Gamec announced a Youth First Meeting scheduled for June 25, 1997, at 8:00 p.m., in the
Ramsey Council Chambers.
