(Communicor) at
6100 Industry Avenue NW applied for a conditional use permit for a temporary office structure.
The application was not received in a timeline that would allow for the public hearing at the
regular Planning Commission meeting on July 1 . Mr. Lebakken has stated that it is imperative
to their business operations to get the additional office space on site in July and requested a
special meeting of the Planning Commission on July 14. The Council cannot take action on
requests for conditional use permits until 10 days after the public hearing, thus the applicant has
requested a special meeting of the City Council on July 24. Special meetings are paid for by the
applicant.

Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to schedule a
special City Council meeting for 5:30 p.m., Thursday, July 24, 1997.

Motion carried. The
company had completed their current building in 1989, with the assistance of Industrial Revenue
Bond financing authorized by the City of Ramsey. ParaBody is asking for similar action for a
potential expansion during 1998. If Council adopts the resolution, you would be authorizing
ParaBody to make the application and providing a mechanism to schedule a public heating to
consider the bond program.

City Council/July 8, 1997
