individuals may apply to a different commission immediately upon reaching the term limit on
one commission; and individuals may reapply to the original commission only after being off the
commission for at least one two-year term.

Motion by Councilmember Beahen and seconded by Councilrnember Zimmerman to adopt
Ordinance #97-10 amending Chapter 2.03.02 of the City Code changing terms of office for City
Boards and Commissions and to establish term limits on Commission services.

A roll call vote was performed by the Recording Secretary:

Councilmember Beahen aye
Councilmember Zimmerman aye
Mayor Gamec aye
Councilmember Beyer absent
Councilmember Haas Steffen absent

Motion carried.

Case #8: Request for Special City Council Meeting

City Administrator Schroeder stated that Stanley Lebakken of Transwest, Inc. (Communicor) at
6100 Industry Avenue NW applied for a conditional use permit for a temporary office structure.
The application was not received in a timeline that would allow for the public hearing at the
regular Planning Commission meeting on July 1 . Mr. Lebakken has stated that it is imperative
to their business operations to get the additional office space on site in July and requested a
special meeting of the Planning Commission on July 14. The Council cannot take action on
requests for conditional use permits until 10 days after the public hearing, thus the applicant has
requested a special meeting of the City Council on July 24. Special meetings are paid for by the
applicant.

Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to schedule a
special City Council meeting for 5:30 p.m., Thursday, July 24, 1997.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen and Zimmerman. Voting
No: None. Absent: Councilmembers Beyer and Haas Steffen.

Case/19: ParaBody Expansion

City Administrator Schroeder reported that City staff, for the past few years, has been working
with ParaBody on a possible expansion of their facility on Sunfish Lake Boulevard. The
company had completed their current building in 1989, with the assistance of Industrial Revenue
Bond financing authorized by the City of Ramsey. ParaBody is asking for similar action for a
potential expansion during 1998. If Council adopts the resolution, you would be authorizing
ParaBody to make the application and providing a mechanism to schedule a public heating to
consider the bond program.

City Council/July 8, 1997
