award was delayed to allow the Attorney time to rule on the omission of a part of the low bidder. <br />We conferred with the engineer and the City Attorney and it's been determined that any <br />advantage the low bidder would have received would be relatively insignificant and would not <br />have made a difference in who was the low bidder. The City Attorney feels the omission does <br />not constitute an unresponsive bid. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beahen to adopt <br />Resolution #97-08-197 receiving bids and awarding contract for Improvement Project #96-24, <br />Water Utility SCADA system to System Control Services in the amount of $66,560 for alternates <br />A, B, and C, contingent upon this system networking with the City system and the approval of <br />the Systems Administrator. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beahen, Beyer and <br />Zimmerman. Voting No: None. <br /> <br />Case #12: Award 1997 Trail Paving Bids <br /> <br />City Administrator Schroeder summarized the four trail paving projects to award. 1) 153rd <br />Avenue from Nowthen Boulevard to Municipal Center property at a not-to-exceed cost of $5,500 <br />- funding source is the undesignated interest earnings from the Park Development fund; 2) Lake <br />Itasca from the Trail Head to Andrie Court at a not-to-exceed cost of $30,000 - funding source is <br />the Lake Itasca Trail and Trail Head Project Fund #452408; 3) Ramsey Elementary School to <br />Sunwood Drive at a not-to-exceed cost of $14,750 - funding source is the critical trail link <br />allocation (EDA) of the 1997 CIP; and 4) "Cottonwood" Park at a not-to-exceed cost of $40,000 <br />- funding source would be the EDA. Feet could be added to link to Anoka Electric Cooperative, <br />therefore, that funding would be an additional $10,000 from the AEC. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Haas Steffen to award bids <br />for the 153rd Avenue project at a not-to-exceed cost of $5,500, contingent upon receiving <br />authorization to proceed from the landowner, the Ramsey Elementary to Sunwood Project at a <br />not-to-exceed cost of $14,750, the Lake Itasca Project at a not-to-exceed cost of $30,000 and the <br />"Cottonwood" Park Project at a not-to-exceed cost of $40,000 for the City portion, and $10,000 <br />for the AEC portion should AEC wish to provide funding for that segment, and that staff bring <br />back a resolution for formal adoption by Council stating all this same information. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beyer, Haas Steffen, Beahen and <br />Zimmerman.
