Exhibit I through N: These are the accident reports. <br /> <br />A resident stated that it is illegal for the public to obstruct the ditches by using fence posts, <br />shrubbery, etc. People cannot put these things up to prevent snowmobile riders from coming <br />through and if they did, the snowmobile riders would probably come onto the property rather <br />than go up on the road. <br /> <br />A resident expressed frustration at having to maintain the ditches, and then have them torn up by <br />snowmobile riders. <br /> <br />Other complaints were that the driveways get packed down and icy, juveniles are unsupervised <br />after school, driveways are being damaged, and a farmer is getting his crops destroyed. <br /> <br />The farmer stated that he has allowed hunters, who have asked, to hunt on his land, but not one <br />of the snowmobile riders have asked permission. He has part of his land, which is stubble, that it <br />is permissible to ride on, however, the land with the wheat crops on it costs him thousands of <br />dollars in lost crops. <br /> <br />A resident asked why Ramsey doesn't have trails and another resident responded by asking if <br />anyone here has gone to the Park and Recreation Commission to ask for trails? No one had. <br />Someone from the Snowmobile Club stated that it's trail plans ended for lack of volunteers. <br /> <br />Chief Gustafson stated that some of the plans of the Police Department for this year include; (1) <br />obtaining a loaner snowmobile to do what we can to enforce the snowmobile laws; (2) receiving <br />a $1000 grant from the Department of Natural Resources, which can be used towards police <br />hours, especially in areas where violations are occurring; (3) requesting volunteers to form a <br />snow patrol watch to observe and then call police when violations are being made; and (4) Anoka <br />County Sheriff's Office will help with their reserves, however, they have all of the county to <br />assist. Chief Gustafson stressed that the volunteers serve as reporters and not vigilantes, thereby <br />putting themselves in danger. He suggested that especially on snowy days, to use a cell phone, if <br />they have one, and then a police squad car can get to the location. The volunteer would have to <br />be willing to report and stand up in court, if necessary. Together we can get the people who <br />think the rules don't apply to them. <br /> <br />A member of the Andover Snow Dragons was present and stated their snow patrol program has <br />worked well. They have the power to write up violators and have reduced the number of <br />complaints to 10% of what it was. <br /> <br />It was stated that the speed limit for snowmobiles is 50 mph, and in the MUSA area it is the <br />posted speed limit. <br /> <br />Snowmobile Committee/November 18, 1997 <br /> Page 2 of 3 <br /> <br /> <br />
