Sewer and Water Trunk Fees: The 2007 Sewer and Water Trunk fees are $3)44.00 per <br />unit. As was previously approved for the 6th Addition, trunk fees may continue to be paid at <br />the time of building permit issuance. The fee in effect at that time Vlill be required. <br /> <br />16. Other Permits. The Developer is responsible for obtaining any and all permits required <br />from other regulatory agencies. <br /> <br />17. Townhouse Design/Architectural Standards: The development is proposed to consist of <br />all rowhouse-type units, similar to those already approved as part of Ramsey Tovm Center 2nd <br />Addition. Elevations of the proposed buildings, identifying exterior treatment of materials <br />and colors have been submitted. Staff previously recommended that some minor revisions be <br />made to the submitted elevations, particularly in regard to the middle units; this <br />recommendation was affirmed by the Planning Commission. Based on your meeting with <br />staff, please submit an additional revision to respond to this comment. <br /> <br />At the Planning Commission meeting a question was raised about the amount of brick <br />required. The To-wn Center Development Guidelines call for a minimum of 35% brick, unless <br />the design is enhanced through other details such as articulation in the roof or fayade, color <br />changes, or material changes. The elevations do not include at least 35% brick, but Staff <br />believes that enough other details are included to satisfy this requirement. <br /> <br />City Code calls out for a separate review of all Town Center plans by the RTC Review <br />Board, of which City Staff is a majority. Several of the Board members are no longer <br />available to serve on the Committee, and so City Staff is incorporating the separate Board <br />review process into the regular inter-department plan review process. <br /> <br />18.0ff-Str.eet Parking Requirements/Driveways: The TC-4 District requires 2 off-street <br />parking spaces for each unit; each unit has its ovm driveway and 2-car garage, thus satisfying <br />this requirement. All driveways also meet the 20-foot minimum length requirement. Parking <br />is permitted on the adjacent streets. <br /> <br />19. Landscaping: The landscaping plan is generally acceptable with the following comments: <br />. Both white pine and black hills spruce, which are shown around and within the margins <br />of the rain garden, are better suited for dry sites. Alternative species that are adaptable to <br />both dry and wet sites, such as white spruce, balsam fir, andlor American larch, should be <br />considered. <br />. Location of street trees may need to be adjusted at time of installation to ensure that <br />proper sight distances at intersections are maintained and that there is adequate spacing <br />between trees and hydrants (at least 15 feet). <br /> <br />20. Ground Cover/Irrigation: The development is required to establish sod in all areas not <br />improved with structures or pavement. An irrigation system will need to be provided <br />throughout the development where sodded and landscaped areas will be established. Any <br />irrigation systems \vill need to be reviewed and approved by the City Engineer. <br /> <br />-200- <br />
