wondered what Council was going to give the neighborhood if they remove the circle. She felt it was unnecessary for Ramsey to worry so much about the liability of things like circles, speed bumps, etc. when it appears other cities have them. She expressed some appreciation to the Council for trying but suggested that the neighborhood will pursue a cul-de-sac which, in her opinion, is the only way to get relief from the speeding traffic. Mayor Gamec informed Ms. Matilla that the City's ordinance will not allow a cul-de-sac on a street of that length. He pointed out that of the speeding tickets written, the majority of them were local traffic. He added that possibly heavier patrolling of the area would help. Ms. Matilla wondered how the extension of C.R. #116 is supposed to help their area if it's basically local traffic that's doing the speeding. Mayor Gamec concurred that it will not eliminate the speeding but it will decrease the amount of traffic. Patty Hoffman, 7446 - 149th Avenue NW, Ramsey, expressed her appreciation for Council's efforts and for making the residents feel a part of the discussions and decisions. She expressed her disappointment in the vandalism of the traffic circle and the fact that it didn't work. She suggested that it may be a matter of educating residents about traffic safety and, if so, she would do whatever it takes to make that happen. She hoped Council would continue to work with the residents to solve the problem. Mayor Gamec felt that more emphasis would probably be put on writing speeding tickets. He assured Ms. Hoffman that Council will not give up on that area. It was decided that Police Chief Gustafson and Patty Hoffrnan would work on an educational campaign for safe driving. Brett Johnson, 7428 - 149th Avenue NW, Ramsey, agreed that the speeding traffic in the area is a problem and reported that her child, who attends kindergarten, is afraid to be at the bus stop. It was suggested that she find out the bus company and maybe a different stop could be arranged. Motion by Councilmember Beahen and seconded by Councilmember Beyer to remove the traffic circle from the intersection of 149th and Peridot. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen, Beyer, Haas Steffen and Zimmerman. Voting No: None. Case #3: Request for Site Plan Approval; Case of Tower Systems, Inc. City Engineer Jankowski stated that Nextel will be co-locating their personal communication antenna on the American Portable Telecom tower located at 14622 Ferret Street NW. Part of their operation includes a 200 square foot building to house their equipment at the base of the tower.
