Chairperson McDilda clarified that time shouldn't affect wetland classification that
much, even taking drought into consideration.

Environmental Coordinator Anderson stated the draft of the overall plan is expected by
the Engineering Division July 25th. The plan presently is that Bolton & Menk, Inc. will
attend the July EPB meeting. They anticipate most, if not all, of the work to be done by
then.

Case #2:

Update on Natural Resources Inventory

Environmental Coordinator Anderson provided a brief update on the Natural Resources
Inventory (NRI). He stated an open house was held on May 15,2007. Most of the EPB
members attended. The evening was very successful with many in attendance. He stated the letter gave explanation about the
Natural Resources Inventory process, identified affected properties, and asked citizens to
call the City if they had questions or concerns. Community Development staff was asked
to make a clarification that identified another option that landowners could specifically
deny access to their property. Prior to the open house, a lot of people called wondering
what was going on. He stated that after talking to staff, many of those who called with
questions or concerns seemed comfortable with receiving advance notice of when the
ecologists would be on their property and/or coordinating the access time so that the
landowner could accompany the ecologist while on site.

Chairperson McDilda stated there were new people attending the open house who had
shown no previous interest.

Board Member Max stated he was pleased with the number that showed up.

Environmental Coordinator Anderson stated that he gave up on counting the number of
people in the Council Chambers. He stated Bonestroo representatives said they were

Environmental Policy Board/June 4, 2007
Page 4 of7
