<br />Site Plan Review: Sunfish Development, LLe <br />July 27,2007 <br />Page 2 of5 <br /> <br />Off-Street Parking - Spaces Required: City Code requires one parking stall for every 200 <br />of retail space, for a total of 58 parking spaces. The submitted plan indicates a total of 58 ' <br />spaces. <br /> <br />Off-Street Parking - Design: The site plan indicates that the parking area will be blacktop <br />with concrete curbs and gutters. <br /> <br />Utilities: The development proposes to connect both lots to be created to the existing sanitary <br />sewer and water main which are in place .within the boulevard of Sunfish Lake Boulevard. <br /> <br />Drainage and Grading: The primary drainage from the existing parking lot and building is <br />to a catch basin located in front of the entrance to the building which discharges to the north <br />ditchllle of CR 116. There is also a concrete flume which transmits a portion of the parking <br />lot to the north property line. The turf on the north and west portions of the property drain <br />onto adjacent properties. A grading and drainage plan has been prepared for this plat by RLK <br />Inc. Staff has reviewed this plan and offers the following comments: <br />. Existing contours should be extended 100 feet from edge of property. <br />. The trail along Sunfish Lake Boulevard needs to be incorporated into the plan <br />. The maximum slope permitted is one foot vertical to 4 feet horizontal. The pond <br />slopes should be adjusted to meet this criterion. <br />. Thi~grading plan does not include the grading ideritified as being necessary for the <br />future construction. Approval of this grading plan does not assure that the future area <br />will be approved as shown. <br />. This project will require a permit from the Lower Rum River Water Management <br />Organization. <br /> <br />It should be noted that the property adjacent to this site on the west has received approval for <br />expansion of their existing building to the north. Construction of this expansion has not been <br />initiated. It may be helpful to discuss mutual site plan improvements vvitb. this land ovmer. <br />There may bea potential for reducing ponding and storm sewer costs by cooperation between <br />these parcels. <br /> <br />Access: The site currently has access at both Sunfish Lake Boulevard and Bunker Lake <br />Boulevard. The site plan has been submitted to the County for their review. The County has <br />submitted informal comments, and they find the proposed accesses allowable, if the accesses <br />are constructed with a right-inlright-out design. Plans should be revised to include access <br />design that will not permit left turning movements into or out of both accesses. Be advised <br />that future plans for both CR 116 and CR 57 will include a raised concrete median through <br />both accesses locations. This must be taken into consideration when developing this piece of <br />property, and acknowledgement of this condition will be included in the development <br />agreement. <br /> <br />Trail Construction: A 10-foot, bituminous trail shall be constructed along the eastern <br />portion of the plat, in accordance with the Park and Trail Commission recommendations. <br />This trail should be placed on the easternmost 10 feet of the subject property and a trail <br /> <br />82 <br />
