<br />Commissioner Trites Rolle stated another concern is the continuation of the traffic along CR 5. <br />This is a severely challenged site, and it is down a hill near a school and trails with the access <br />close to another access on the county road. She asked if the County has provided any comments. <br /> <br />City Engineer Jankowski replied the County has not commented at this time. However there was <br />a similar situation about ~ mile down the road on the other side and the County came up with a <br />compromise there. <br /> <br />Mr. Rollings indicated the design of the site was changed to move the access as far away from <br />the closest access as they were able. <br /> <br />Commissioner Brauer asked if this property was purchased with a residential zoning. <br /> <br />Mr. Rollings responded in the affirmative. He stated they spoke to the city at the staff level two <br />times and bought the property knowing the current zoning, and that it was 1.9 acres, but also <br />knowing the future use would not stay R-I essentially. In a couple of meetings with staff and <br />asking what they would like to see there possibly, a couple of the ideas that came out were <br />detached townhomes or maybe attached townhomes. CBR Development decided this project <br />was a good opportunity to improve the City and have a small project that could be used as an <br />infill. <br /> <br />Commissioner Brauer stated the existing zoning is R-l, and usually when there is a zoning <br />change approved, especially from R-I, there has to be some mitigating circumstance to do that. <br />He fails to see that here, other than due to economics. <br /> <br />Mr. Rollings stated the challenged site, the location, the County road access, and the site being <br />surrounded by an existing R-1 neighborhood, are partially why he was advised that a nice <br />townhome development would likely fit there nicely. They did not buy it with the intent oftrying <br />to give the City something they do not want; they kind of thought they were doing what the City <br />wanted. Now, after all the discussion they think they are coming back with something that will <br />work for the City. <br /> <br />Commissioner Van Scoy asked if the comment from staff that the radius of the cul-de-sac does <br />not meet the minimum requirements will be a problem. Mr. Rollings replied he has a call into <br />his engineer and they will accommodate the needed changes. <br /> <br />City Engineer Jankowski indicated a 10-foot wide bituminous trail needs to be accommodated in <br />front of the property along Nowthen Boulevard. It has been required that the trail be located on <br />the developing properties. The Planning Commission and Council would have to consider <br />whether to allow the trail to be located in the right-of-way. <br /> <br />Ms. Grinde, 5711 148th Lane NW, requested verification that the space for each home will be <br />10,000 square feet. <br /> <br />Chairperson Nixt replied the lot area will be 10,800 square feet. <br /> <br />Planning Commission!
